JOB SUMMARY

Performs operational duties related to inspecting residential, commercial, and business properties for
compliance with the Building, Mechanical, Electrical, and Plumbing Codes and does related work as required.

ESSENTIAL JOB FUNCTIONS

 Conducts technical inspection and enforcement work to ensure compliance of the City housing codes and
ordinances;
 Conducts HVAC inspections including residential, multi-family residential, commercial, and industrial
inspections;
 Inspects new and existing electrical and mechanical installations of apparatus and equipment in all types
of buildings, dwellings, premises, and other structures to insure conformity with established codes and
regulations;
 Enforces the plumbing and gas codes;
 Works with landlords, tenants and homeowners to encourage appropriate maintenance and to avoid
deteriorating conditions and non-compliance with codes;
 Exercises independent decision making to supplement the methods, codes to implement provisions to
address unusual cases ;
 Handles complaint generated inspections; drives to locations on a daily basis; identifies code violations
and those involving unsafe conditions, condemned, unsafe structures for fire and safety hazards,
overgrowth, and abandoned vehicles; and explains and interprets codes and ordinances;
 Prepares reports, correspondence, issues civil citations, completes daily logs for supervisors, and
maintains records on all inspections conducted;
 Prepares information for court cases and testifies in court as an expert witness, as needed;
 Provides advice and recommendations to community associations;
 Discusses alternative methods to improve the conditions and appearance of the neighborhoods
throughout the City;
 Coordinates with State, Federal and County government agencies for code compliance;
 Works sensitively with different ethnically and culturally diverse populations to ensure code compliance;
regularly interact with a diversity of individuals and entities
 Reviews municipal codes regularly and recommends revisions, as needed, to keep up with changing
technology;

Serves as the on call building official for a week at a time every 9 weeks for calls related to cars into
buildings, trees on structures, fires in dwellings and working without permits;
 Looks for construction sites that might be doing work without permits throughout the course of the day;
and
 Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience
High School Diploma or an acceptable equivalency diploma (GED) and vocational training; and four (4) years of
related experience.

Special Qualifications:

Certified as an International Code Council (ICC) Combination Inspector, as a Commercial Combination
Inspector and /or a Combination Inspector.
Possession of a valid Maryland State Driver’s License or the ability to obtain same within 30 days of
employment.
Consent to chemical substance screening consistent with mandated Federal, State, and City guidelines and
programs, to include random drug and alcohol testing.

Knowledge, Skills and Abilities:

 Knowledge of City, State and Federal statutes and procedures;
 Knowledge of construction and renovation practices;
 Knowledge of housing City codes;
 Skill using good judgment, tact and courtesy;
 Ability to establish and maintain effective working relationships and to effectively communicate orally

Law Enforcement Assisted Diversion Project Manager at City of Annapolis Job Description

JOB SUMMARY

This full-time position will manage the Law Enforcement Assisted Diversion, otherwise known as the L.E.A.D.,
Program. The program is designed to divert people who have committed non-violent or victimless crimes out of
the criminal justice system and into contact with social services programming with a variety of agencies that
provide services to the community; along with other related work as required.

ESSENTIAL JOB FUNCTIONS

 Coordinate development and implementation of LEAD Annapolis Strategic Plan by January 1st, 2021;
 Coordinate and facilitate virtual planning meetings for sub-committees;
 Coordinate collection and digitization of all sub-committee data and reports to be presented to executive
committee monthly;
 Coordinate and facilitate virtual monthly executive briefings;
 Coordinate and facilitate weekly arrest/diversion dashboard report from APD Crime Analyst to
determine hot spots or gaps in services;
 Coordinate bi-monthly Mayor’s debriefing on LEAD project and goal status;
 Manage all Public information requests about LEAD Annapolis in coordination with the Law Office and
the Communications Officer;
 Identity and Manage all Human Service/Public Safety gaps in services and develop action plan to build
capacity where ever possible;
 Coordinate Case Management and Peer Support RFP and or strategic partnerships
 Coordinate and manage Operational Work Group meetings and reporting
 Coordinate the development job descriptions and the hiring of LEAD Annapolis contractual positions;
 Supervise and manage all LEAD Annapolis contractors and sub-committee partnerships; and
 Perform related work as required.

QUALIFICATIONS

Education and Experience
Completion of a Masters in Social Work or Policy from an accredited college or university and at least one year
of experience in public safety diversion programs OR a Bachelor’s degree in Social Work or Policy from an
accredited college or university with three or more years of experience in similar programs.

Knowledge, Skills and Abilities:

● Thorough knowledge of Microsoft Word, Excel and PowerPoint;
● Ability to use social media for promotional purposes;
