THE POSITION

Under the general direction of the Director of Public Works and Engineering, the
Deputy Director of Public Works and Engineering assists in providing leadership,
direction and oversight for the overall operation and activities of the Public Works
Department. This position works in an environment that is both politically and

CANDIDATE CRITERIA

Minimum Job Requirements Are:

• Bachelor’s Degree in Civil Engineering, Public or Business Administration, or
closely related field;
• State of Illinois P.E. registration;
• At least 6 years of progressively responsible related work experience in Civil
Engineering and Public Works Operations with previous supervisory experience;
• Strong understanding of water, wastewater and sewer systems combined with
a comprehensive knowledge of capital infrastructure development; credible
communicator with superior writing abilities;
• Thorough understanding of annual and capital budgeting, alternative service
delivery and strategic planning;
• Well-versed in community engagement; will exhibit a passion for providing
excellent customer service while maintaining strong connections to the

KEY DUTIES/RESPONSIBILITIES

 Participate in the development and implementation of the Public Works Department goals, objectives,
work plans, operating and capital budgets, policies, procedures and priorities; provide consultation to
the Director on the development of engineering programs, services, and projects.
 Planning, organizing, and managing of assigned engineering activities of the Public Works Department
including consultant contract administration, engineering design, review of private development
infrastructure, survey, construction and inspection of City facilities, capital improvement projects, as
well as related special projects.
 Monitoring and evaluating the efficiency and effectiveness of the City’s Public Works Department’s
services and maintenance programs; assesses workloads, workflow, administrative processes, contract,
and support systems to identify opportunities for improvement and reviews with the Director, conducts
a variety of organizational, engineering studies and investigations, value analyses, and develops or
recommends modifications to programs, policies, and procedures as appropriate; identifies problems
and implements appropriate solutions.
 Identify solutions to a variety of infrastructure needs such as roadway safety, traffic, stormwater,
potable water and wastewater.
 Establishing and maintaining effective working relationships with the Director, City Manager, City
Department Directors, business and community groups, other public works organizations, state and
federal officials, and representatives of the news media and public;
 Investigating and/or responding to citizens’ questions, concerns and/or complaints relating to the Public
Works Department;
 Overseeing the selection, training, supervision, performance management, and development of
employees in the Public Works Department in accordance with City policy;
 Maintaining fair and consistent treatment of all employees in the Public Works Department and
compliance by employees with all City policies and procedures including bargaining unit employees;
 Modeling for staff that all work performed in the Public Works Department meets the City’s high
standards for customer service, accuracy, quality, and efficiency;
 Assisting in directing activities of the Public Works Department to ensure that appropriate
communication and coordination of efforts occur with other departments of the City and all other state
and federal agencies;
 Assisting in planning and implementing programs effectively so that all operations of the Public
Department are within authorized resources (i.e., budget, staffing) and effectively managing the budget
that is related to his/her organizational responsibilities and within his/her control;
 Managing and supervising the implementation of strategic and long-range plans for the Public Works
and Engineering Department consistent with the City’s long-range plans;
 Creating methods of ascertaining internal and external customer service quality goals and key
performance indicators (KPI’s) of services and programs;
 Implementing management reporting and control systems and processes to provide for the efficient
operation of the Department and assist in the implementation of the Department’s asset management
system;

Maintenance Worker II at Crystal Lake Police Department Job Description

Perform a variety of tasks associated with the maintenance, operation, and repair of the City’s wastewater facilities and lift stations. Duties include snow removal for the City during the winter months and other tasks as assigned within the Public Works Department. Wastewater tasks may include plant checks, troubleshooting/repair of equipment, record keeping, sampling, lab analysis, preparing regulatory reports, handling chemicals and ordering equipment/supplies.

Minimum qualifications & Requirements

The successful candidate must possess a high school diploma or equivalent, supplemented by additional training and experience in the maintenance, operations and repair of wastewater facilities, and municipal lift station operations.
Familiarity with personal computers (PC’s) and SCADA systems (PC and iPad applications), and lift stations is required, including entering data into spreadsheets, utilizing email, and viewing GIS maps.

Qualified applicants should demonstrate the ability to multi-task and work in a fast-paced environment. Applicant must exercise good judgment, effectively solve problems, have excellent organizational and time management skills and be detail oriented.

The work schedule is Monday through Friday, 7:00 am to 3:00 pm.  Weekend and/or night hours are required for scheduled and emergency work, including snow/ice control removal activities.  Must be able to be scheduled for on-call duties (after-hours callbacks.)

Candidates must have a valid Illinois CDL Class A or B driver’s license with a tanker endorsement. In addition, candidates must have a Class #3 IEPA Wastewater Operators Certification and 3-5 years minimum of municipal wastewater treatment operations experience or equivalent.

Supplemental information

Starting hourly salary range is $31.91-$32.87 with an excellent benefit package.

Three Oaks Assistant Operations Manager at Crystal Lake Police Department Job Description

This is a seasonal supervisory position at the Three Oaks Recreation Area. Assists with the daily operation and supervision of the marina, parking gate, and beach area.

Work is normally performed without direct supervision, and an individual must be able to exercise independent judgment in meeting various situations. This position reports to the Operations Manager and supervises seasonal employees. Will function as a rotating Manager on Duty for all activities at the Three Oaks Recreation Area.

Examples of Duties / Knowledge & Skills

Assists with the planning, organizing and scheduling of marina, beach, and parking gate work shifts.

Assists with the supervision of employees engaged in retail, general operation, and customer service functions of the Three Oaks Recreation Area. Ensures efficient fee collections, proper cash control procedures, and daily cash out procedure for all aspects of the operation.

Operates support craft on the lake in response to calls related to batteries, motors and enforcement of safety policies. Monitors lake and weather conditions, via observation and weather tracking applications, in order to warn patrons of potential safety concerns. Assists lifeguard staff in the event of a lake emergency.

Assists in performance evaluations of employees; trains and instructs personnel in job practices and methods of work.

Assists with supervision of employees, coordinates and inspects work activities to ensure that schedules are met and that work is performed in a safe and efficient manner in accordance with standard operating practices and procedures.

Assists with the coordination and supervision of all functions at the marina, parking gate, and beach area. Coordinates the opening and closing of the marina, parking gate, and beach.

Assists with the coordination of the movement of boats in and out of the water. Coordinates the transportation of boat batteries. Coordinates the attachment of marina supplies, including motors and batteries, to various boats.

Ensures the implementation of Red Cross lifesaving standards, as well as site-specific procedures. Provide for the safety of the public according to the American Red Cross and site-specific lifesaving standards.

Assists with first aid and/or water rescue situations throughout the facility.

Assists in the training and evaluation of future and current lifeguarding staff.

Assists in maintaining the cleanliness of the beach, spray park and playground area.

Assists in performing and documenting regular water testing.

Assists with the collection, issuance and care of all beach and marina rental equipment.

Assists with the planning, development and evaluation of public and employee safety issues at the Three Oaks Recreation Area. Regularly inspects the grounds, buildings and equipment to ensure safe conditions and reports deficiencies to the appropriate staff. Enforces facility rules.

Informs the Operations Manager regarding any Three Oaks Recreation Area operation or facility issues. Receives and reports customer complaints and suggestions. Reports problems and regularly makes recommendations for change or problem resolution.

Provides effective and efficient customer service and promotes and maintains responsive community relations.

Properly executes opening and closing procedures.

Minimum qualifications & Requirements

Must be at least 18 years of age. High school diploma or equivalent, with previous experience in staff supervision, training, inventory and cash control and the ability to demonstrate leadership in facility operations.

Knowledge of management practices and supervisory methods and techniques.

Knowledge of the safety precautions and hazards of the work.

Ability to read and follow oral and written instructions.

Ability to meet the physical requirements of the position.

Experience operating a variety of watercraft including outboard/inboard motors and paddle craft.

Must attend and will be held accountable for information presented at all required In-Service Trainings.

Ability to establish and maintain effective working relationships with outside agencies, contractors, other departments, subordinates, and the public.

Ability to work in all elements of weather including very hot conditions, wet conditions and sunny conditions.

Ability to communicate effectively, both orally and in writing.

Ability to effectively use City computer systems and programs specific to assignment

Supplemental information

Possession of a valid Illinois driver’s license.

Within a reasonable time following employment, must successfully complete and obtain CPR, AED, and Basic First Aid certifications.

Upon employment, must complete the lake patrol boat and water safety course.

The employee must frequently lift and/or move up to 50-75 pounds and occasionally lift and/or move more than 100 pounds. Specific vision ability required by this job includes close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee is frequently exposed to wet and/or humid conditions. The employee occasionally works in high, precarious places and is frequently exposed to direct sunlight.
