Program Analyst at Library of Congress Job Description

Copyright is a form of legal protection provided by the laws of the United States (title 17, U. S. Code) to authors of literary, dramatic, musical, artistic, and other works. The Program Analyst position is located in the Product Management Division. The incumbent assists with the overall for the continual research, planning and management of work activities and processes performed by employees and contractors in support of the various Copyright Office programs and projects.

Responsibilities

The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and, provides information and reference services to the public.

As an important component of the United States Copyright Office, which is part of The Library of Congress, the Product Management Division (PMD) is responsible for identifying current and future processes, systems, and infrastructure required by the Copyright Office as it fulfills its mission to promote creativity by administering and sustaining an effective national copyright system. Incorporating such varied disciplines as strategic planning, program management, data management and situational analysis, the Office serves as a conduit and liaison between the Copyright Office and other offices and functional areas both within, as well as external to, The Library of Congress to take identified wants and needs and translate them into workable, cost-efficient solutions.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

The Program Analyst performs research, plans, organizes and assists with the work activities and schedules associated with the implementation of various existing, potential, and new Copyright Office information technology systems and programs.

Duties include ongoing close collaboration with PMD Management, Division Chiefs, and other management personnel on matters of work planning, and work ticket completion; process planning and management, and oversight of consultants and contractors procured to assist in technical aspects of the assigned program(s).

In conjunction with stakeholders, researches, plans, and coordinates the accomplishment of all functions comprising the program, encompassing diverse functions or issues that affect critical aspects of the major programs of the Copyright Office. Assists with the establishment of short- and long-range goals of the program, and detailed plans for implementation. Monitors if adjustments or changes in objectives or emphasis are needed in program components. Reviews organization demands and recommends reallocation or augmentation of existing resources as necessary.

Conducts periodic and comprehensive evaluations of ongoing functions to ensure that the program meets its stated goals, and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas, and assists implementation of solutions. Takes actions necessary to maintain or improve the quality and quantity of operational services necessary for program completion.

Assists with directing the capture, reporting, and analysis of statistical data relating to the program’s operations and performs special studies and/or projects. Prepares and contributes to reports and other presentations on program planning and evaluation. Designs and conducts a variety of studies and detailed analyses of functions and processes related to program planning and management. Identifies and proposes solutions to program problems that are of major importance to the organization.

The Program Analyst’s primary deliverable is the successful completion of program components on-time, within budget, and within acceptable quality standards, and the successful overall completion of the project on-time and within budget.

For the various existing, potential, and new Copyright Office information technology systems and programs, and coordinates contract administration activities for hardware and/or software, services, and maintenance in multi-year (5 and 10 year) IT contracts, as well as contracts of other durations. With others, evaluates contractor procedures for the analysis, design, development, test, and support of Copyright Office systems.

Assists with feasibility studies to evaluate different vendors and their products. Prepares technical assessment reports, design documents, implementation plans, and test plans. The incumbent might also recommend acceptance or rejections to senior management.
