Head Lifeguard at Mesquite Police Department Job Description

GENERAL SUMMARY

Salary: $10.25/hr. minimum – $10.84/hr. midpoint (Depending on experience)
To supervise, train, and assign staff responsible for providing swimming pool recreation programs within the Swimming Pool Division. To manage the swimming pool facility in the absence of the Swimming Pool Supervisor. To observe all patrons of Mesquite swimming pools and ensure their safety while using the pool; to administer CPR, AED, and First Aid as needed; and to perform cleaning or maintenance work on the pool and in the pool area.

SUPERVISION
  • General Supervision is provided by the Swimming Pool Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. All behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  2. Assist the Swimming Pool Supervisor plan, prioritize, assign, supervise and review the work of staff responsible for providing pool safety and recreation services within the Swimming Pool Division
  3. Assist the Swimming Pool Coordinator and Swimming Pool Supervisor in the selection of lifeguard staff; provide or coordinate staff training; work with employees to correct deficiencies.
  4. Recommend and assist in the implementation of goals and objectives; assist the Swimming Pool Supervisor establish schedules and methods for providing swimming pool services; implement policies and procedures.
  5. Observe pool patrons and ensure that pool rules and safety practices are followed.
  6. Provide CPR, AED, or first aid as required.
  7. Prepare various reports on operations and activities; maintain records of income and attendance totals.
  8. Clean pool tiles, decks, drain covers, gutters, and bathrooms, vacuum the pool and perform other pool maintenance duties.
  9. Perform chemical tests on pool water.
  10. Provide patrons with information regarding the operation and rules of the facility; respond to patron inquiries and concerns; and provide excellent Customer Service.

MINIMUM JOB REQUIREMENTS

EDUCATION

  • Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

EXPERIENCE

  • Requires one (1) season experience as a Lifeguard.
  • Must be a minimum of 16 years of age at time of application.

LICENSES AND CERTIFICATES

  • Possession of an appropriate Lifeguard Training Certificate from the American Red Cross or another agency of equivalent standing.
  • Possession of an appropriate valid CPR Certificate from the American Red Cross or another agency of equal standing.
  • Possession of an appropriate valid First Aid Certification from the American Red Cross or another agency of equal standing.
  • Possession of an appropriate valid Automatic External Defibrillator (AED) Certification from the American Red Cross or another agency of equal standing.

WORK SCHEDULE

  • Must be available to work a flexible schedule 30-40 hours per week Sunday-Saturday between the hours of 11:00 a.m. – 10:00 p.m.; during the time period of May 28, through Sept 5, 2022.

GENERAL SUMMARY

SALARY:  $80,000 to $98,000 annually (Depending on Qualifications)

Performs professional legal work in all aspects of prosecuting cases in the Municipal Court, a court of record, including legal research, preparation of court documents, trials, appeals, providing advice and legal opinions to City staff regarding Municipal Court prosecution, interpretation of traffic codes, criminal statutes, ordinances and enforcement; respond to inquiries relating to Municipal Court procedures and violations of City ordinances, traffic laws and criminal statutes prosecuted in Municipal Court; provide assistance to the City Attorney.

SUPERVISION

General supervision is provided by the City Attorney.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  2. Represent the City in all Municipal Court cases.  Prepare and prosecute code enforcement, traffic, penal code, and comparable cases in Municipal Court and Justice of the Peace Court, if necessary.  Manage cases until dismissed, settled or decided in trial by judge or jury, and on appeal if necessary.
  3. Prepare pleadings and motions, respond to discovery requests and motions filed by defendants, review cases set for pretrial, and interview and prepare witnesses.
  4. Represent the City on appeals of Class C Misdemeanors to the County Court of Criminal Appeals, by submission of Appellant or Appellee Briefs, and oral argument if necessary.
  5. Represent the City in civil appeals filed in Municipal Court, including dangerous animal and unlawful towing appeals.
  6. Review affidavits, outside complaints and school complaints to determine if all essential elements exist to accept charges.
  7. Represent the City in administrative hearings as needed.
  8. Respond to and advise police and other enforcement personnel on applicable laws, policies and procedures and other legal matters.
  9. Respond to inquiries regarding open records, coordinate with other departments and evaluate open records requirements.
  10. Participate in interdepartmental meetings; draft or assist in drafting ordinances and amendments, resolutions, policies and other legal instruments.
  11. Attend meetings and public hearings and render legal advice to the City Council, Staff, Boards and Commissions.
  12. Conduct legal research, analyze and prepare formal legal opinions as directed by the City Attorney.
  13. Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
  14. Coordinate with court staff to ensure courtroom equipment and technology functions properly; ensure that the courtroom is properly staffed with clerks and City marshals.

MINIMUM JOB REQUIREMENTS

EDUCATION

Juris Doctorate from an accredited law school.

EXPERIENCE

A minimum of 3 year prosecutorial or criminal defense experience in Texas courts is preferred with progressive responsibilities and “first chair” trial experience. Judicial clerkships may also be considered.

Candidates with less than 3 years’ experience may be considered with applications demonstrating familiarity with municipal law, excellent research, writing and critical thinking skills (writing sample must be available upon request), and ability to prioritize multiple tasks and duties.

LICENSES AND CERTIFICATES

Membership in the State Bar of Texas.

Possession of or ability to obtain license for practice before U.S. District Court.

Possession of a valid driver’s license.

WORK SCHEDULE

Primarily 8AM to 5PM, Monday through Friday with possible evening hours as needed.
