The Eastern North Carolina School for the Deaf (ENCSD), located in Wilson, North Carolina provides specialized instruction for deaf, hard of hearing, and deaf-blind students.   ENCSD was founded in 1964 and serves the 54 easternmost counties in North Carolina. As a part of the NC Department of Public Instruction’s Education Services for the Deaf and Blind; the mission is to provide individualized comprehensive educational, vocational, and residential programs for deaf, hard of hearing, and deaf-blind students leading to productive, independent, and successful lives.

The School has an opening for a 2nd Shift Registered Nurse.  This is a 10-month position, working SUNDAY through THURSDAY that follows the Eastern NC School for the Deaf academic calendar.  This Registered Nurse position will provide professional nursing care to all students enrolled at ENCSD in accordance with standard nursing practice and theory as outlined in the NC Board of Nursing Practice Act, agency regulations, policies, procedure, and physician orders.  This position’s purpose is to maximize the quantity of in-class time by reducing the incidence of health-related absenteeism; eliminate or minimize health problems which may impair learning, promote student/staff and community awareness of and participation in healthy behaviors.

• Knowledge of professional principles, practices and theory of nursing and its application.

• Knowledge of laws, rules and regulations governing the provision of nursing care.

• Knowledge of medical terminology.

• Knowledge of medications and the physiological effect of those medications.

Accountant I at North Carolina Dept of Health and Human Services Job Description

This is a time-limited position.  It is full-time (40 hours per week) with State Benefits for a limited time.  Although the length of time this position will be active cannot be determined,
it has the potential to extend up to 3 years (36 months).

The primary purpose of this position is to administer and ensure the fiscal aspects of loans and/or grants provided to municipalities, counties, and districts under the programs mentioned above and to process and approved disbursements. Predominantly, this entails ongoing reviewing payments (disbursements) and receiving repayments (making deposits), to and from local units of Government, as well as providing Financial Reporting to external Stakeholders (Environmental Protection Agency, North Carolina State Legislature, etc.) – for both the Clean Water and Drinking Water Programs. Both Programs receive annual capitalization grants from the EPA and have approximately 150 cost centers that are tracked through nine Budget Codes within the North Carolina Accounting System (NCAS). Overall, there are more than 800 active projects with overall commitments in multiple programs exceeding two billion dollars ($2,000,000,000). Position uses NCAS, IBEAM, Excel, and X-tnd.

This position is responsible for: 

  • Working with municipalities and consulting engineers to set accounting procedures for program accounting and explaining financial aspects and guidelines.
  • Ensuring eligibility of requested reimbursements from recipients and verifying the payment of funds.
  • Assisting in collection of receivables.
  • Performing final audit of proceeds disbursed to recipient and do final closeout.
  • Participating in design and use of new financial system to interface with NCAS.
  • Working with staff to answer questions concerning balances of individual projects and amounts paid to each contractor.

The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws, including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure.  Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund, the federal Drinking Water State Revolving Fund, the state Viable Utility Reserve, the state Wastewater Reserve, and the state Drinking Water Reserve. All degrees must be received from appropriately accredited institutions.  Intermediate level spreadsheet knowledge required.

The Eastern North Carolina School for the Deaf (ENCSD), located in Wilson, North Carolina provides specialized instruction for deaf, hard of hearing, and deaf-blind students.   ENCSD was founded in 1964 and serves the 54 easternmost counties in North Carolina. As a part of the NC Department of Public Instruction’s Education Services for the Deaf and Blind; the mission is to provide individualized comprehensive educational, vocational, and residential programs for deaf, hard of hearing, and deaf-blind students leading to productive, independent, and successful lives. The School has an opening for a 2nd Shift Registered Nurse.  This is a 10-month position, working SUNDAY through THURSDAY that follows the Eastern NC School for the Deaf academic calendar.  This Registered Nurse position will provide professional nursing care to all students enrolled at ENCSD in accordance with standard nursing practice and theory as outlined in the NC Board of Nursing Practice Act, agency regulations, policies, procedure, and physician orders.  This position’s purpose is to maximize the quantity of in-class time by reducing the incidence of health-related absenteeism; eliminate or minimize health problems which may impair learning, promote student/staff and community awareness of and participation in healthy behaviors.

Knowledge, Skills and Abilities / Competencies

• Knowledge of professional principles, practices and theory of nursing and its application. • Knowledge of laws, rules and regulations governing the provision of nursing care. • Knowledge of medical terminology. • Knowledge of medications and the physiological effect of those medications. • Ability to independently plan, implement and evaluate patient care plans. • Ability to lead a team; skill in delegation and making assignments. • Ability to guide and counsel subordinate staff and provide feedback and advice/counsel to nursing staff on care rendered to patients. • Ability to provide patient and family education on disease processes, treatment and self-care. • Ability to demonstrate patience in dealing with patients, clients, and families. • Ability to communicate information to patients, families and staff in a concise and descriptive manner, verbally, in writing or by demonstration. • Ability to appropriately respond to emergency situations. • Ability to effectively teach nursing staff through orientation and on the job training.

Minimum Education and Experience Requirements

Licensed to practice as a Registered Nurse in the State of North Carolina.
