Financial Controller at Partners of the Americas Job Description

Partners of the Americas seeks a Controller who will oversee the corporate accounting function within the Finance and Administration team which includes the Payroll, Accounts Payable, Invoicing, Audit, Tax and Registration and Financial Systems departments. They are responsible for providing the overall business strategy, leadership, and management of each team, along with continually improving financial controls, systems, and procedures. The controller is responsible for financial reporting and coordinating with business line counterparts and external advisors, to identify and remediate core business issues that may impact the accuracy of financial reporting to stakeholders, the efficiency and effectiveness of accounting operations and/or compliance with corporate policy and applicable laws and regulations. They directly supervise several Finance and Accounting staff and reports to the Chief Financial Officer.

Roles and Responsibilities 

  •  Overall responsibility for all activities within the accounting unit
  •  Develops effective working relationships with clients, internal and external counterparts and stakeholders and continually promotes outstanding client service with home-office staff and field teams
  • In collaboration with the Chief Financial Officer, develops work plans for the accounting departments, oversees progress and reporting of implementation, ensures proper technical direction in scope of work, and conceptualizes new strategies to improve performance

  • Provides guidance to corporate subsidiaries and field teams related to accounting requirements and operations, systems, consolidation reporting requirements
  • Defines and guides corporate approach to consolidation of subsidiaries and ensures financial reporting framework across corporate entities is functional and efficient, and corporate level reporting is timely and accurate
  • Interprets and clarifies policies and procedures and provides other support to business lines/units project management staff relating to financial activities
  • Designs and improves controls that provide reasonable assurance as to the accuracy of corporate reporting and the company’s compliance with applicable laws and regulations. These include, and are not limited to, regulations pertaining to cost allowability, Cost Accounting Standards, and other aspects of U.S. government contracting; tax reporting; and the company’s Employee Stock Ownership Plan, to the extent that these matters intersect with the accrual of expenses or the recognition of revenue
  • In collaboration with other executives participates in development and implementation of strategic projects and related policies, procedures, systems modifications and controls to ensure the success of corporate initiatives
  • Oversees processing of tax documents for the corporation and for employees, including 1099s and W-2s
  • Participates in activities to build a strong knowledge culture by sharing best practices and important innovations through practice networks and knowledge management systems

Qualifications and Minimum Requirements

  • CPA required.  Bachelor’s in Finance, Accounting in combination with work experience.
  • Minimum of 8 years professional experience in such areas as financial management, corporate finance or accounting, ERP implementation, in various settings. Must have experience with cost-reimbursement, time and material and firm fixed price government contracting
  •  Experience with companies subject to full federal Cost Accounting Standards coverage strongly preferred
  •  Experience managing large teams, recruiting excellent candidates, developing staff capabilities, and promoting the careers of successful staff
  •  In-depth knowledge of U.S. GAAP and of other relevant compliance and accounting issues, particularly in government contracting
  •  Proven record of implementation of new accounting standards (revenue recognition, lease accounting or other), including transition accounting process set-up/operations under the new standards
  •  Demonstrated knowledge of multi-subsidiary corporate accounting operations, consolidations, as well as experience with commercial operations subsidiaries
  •  Experience with subsidiary accounting processes design, implementation, establishing independent accounting and other financial reporting operations for such subsidiaries
  •  Knowledge and experience with foreign statutory and regulatory, tax, business reporting and compliance in multi-country operations context
  •  Demonstrated ability to assess accounting and other business processes to improve efficiency and/or the reliability of controls
  •  Knowledge of company’s main clients, their operations, and regulations strongly preferred

Director, Education, Child Protection Unit at Partners of the Americas Job Description

The Director will report to the Vice-President, Child Protection Unit (CPU), support field office operations from POA’s home office and provide technical expertise on improving access and quality of education, with particular emphasis on improving the quality of pre-primary, primary, and secondary education in Colombia. POA’s flagship activity funded by USAID and titled Juntos Aprendemos in Colombia focuses on improving access to quality education at the classroom, school, community, and system levels.

The Director will support work in three areas, technical leadership, project support and oversight, and business development. Duties include providing leadership and guidance on implementation of activities in the field, monitoring the project’s compliance with POA’s internal policies and procedures and USG rules and regulations; ensure the projects’ execution in accordance with budget timeline; and support staff management in the field as well as in headquarters, as needed.

The Director will also lead and support the pursuit of new business opportunities in the technical area of education, responding to solicitations and requests for proposals from the U.S. government (USG), corporate foundations, multilateral organizations, and other funding sources.

Essential / Primary Functions

  • Lead the provision of consistent and timely support to project teams during project implementation, and close-out, contributing to meeting financial and technical targets and ensuring program compliance with donors.
  • Work closely with support divisions in-home office including HR, Contracts and Compliance, Communications, and Admin and Finance, to support complex project needs as they arise, maintaining solid knowledge of all administrative, financial systems, and operating procedures.
  • Acquire intimate familiarity with agreement requirements, deliverables, and  budgets.  This includes the agreement between POA and USAID as well as the agreements between POA and its sub-awardees in the field.
  • Ensure highest quality standard and appropriate project staffing, among others keeping senior project leadership informed of significant deficiencies and opportunities.
  • Proactively support/oversee the development of yearly operating budgets and work plans and monitor program budget to meet the projected yearly spending goals and monitor burn rate.
  • Monitor project’s progress to ensure that activities occur according to proposed timeline, meeting, and exceeding donor expectations, and provide guidance, as needed.
  • Approve monthly field reports from the field office and sub-awardees to ensure compliance with reporting requirements.
  • Lead and oversee knowledge management efforts of projects, as well as the unit’s strategic communication efforts and materials, especially those geared toward international audiences.
  • Contribute to weekly and monthly reports, project success stories, and other deliverables as required.
  • Provide oversight of contracts and agreements to ensure that all required documentation is in order, they are carried out according to schedule, and that payments are made in a timely manner. Work with field staff to ensure compliance with terms of reference.
  • Guide and support field office to develop and review memos, contracts, agreements with sub-grantees, and addendums as needed.
  • Support M&E efforts in country, defining learning agenda and knowledge management plans into project strategy and implementation.
  • Review, edit, and approve technical reports and draft project revisions for submission to client, as needed.
  • Maintain headquarters’ electronic filing system as well as submit hard copies to the Finance and Administration Unit as needed.
  • Travel to POA/CPU country offices to conduct reviews, provide operations support and build capacity of POA staff and/or sub-awardees on donor requirements.
  • Review project deliverables and reports for completeness and provides comments and technical input
  • Draft and completing project approval requests, subcontractor and grantee obligation and administrative modifications, procurement action requests, and submitting for approval
  • As needed, gather intelligence for upcoming funding opportunities and participate in proposal development processes.
  • Co-lead formal communications with the Agreement Officer in USAID, particularly formal requests
  • Support CLA (Collaborating, Learning, Adapting) processes as needed, including participation in quarterly reflection and review sessions in the field when appropriate
  • Liaise with field office, particularly COP, DCOP, Director of Operations to provide as-needed support

Qualifications

  • Bachelor’s Degree in a relevant field and eight years of relevant experience, or a Master’s degree and six years of relevant experience;
  • Strong communication and interpersonal skills with a particular demonstrated ability to interact with key stakeholders.
  • Five years of relevant experience with USAID or other USG donor regulations, including the U.S. Code of Federal Regulations (CFR), including USAID rules and regulations.
  • Prior experience in international development in a donor-funded setting working overseas.
