Policy and Program Analyst at Peace Corps Job Description

This position is located in the Office of the General Counsel (OGC) within the Office of Director, Peace Corps Headquarters, Washington DC., and reports to the Supervisory Associate General Counsel for Policy. The principal purpose of this position is to support the development and oversight of the Peace Corps’ policymaking system and also the management and implementation of the ethics program’s financial disclosure reporting systems and training programs.

Responsibilities

The Policy and Program Analyst performs the following major duties:

  • Coordination and Liaison Activities: Serves as a technical expert assisting in the development and maintenance of policies and in the resolution of issues related to substantive, mission-oriented policies. Responds, in verbal and written format, to requests for information requiring coordination with other Peace Corps offices. Establishes and maintains effective working relationships with Peace Corps program staff, headquarters staff, state and local officials, and/or private industry individuals. Executes communications plans in support of an organizational program; and reviews them for impact and effectiveness. Develops and issues timely notices to all persons required to file public or confidential financial disclosure reports, in accordance with timelines and procedures of OGE and Peace Corps. Maintains coordination with Office of Human Resource Management (HRM) to identify and track all employees required to file financial disclosure reports and/or receive ethics training, including coordination with HRM and the regional directorates to identify and track new hires, promotions, reassignments, details, and other personnel actions, which affect the filing/training status of individual employees. Maintains liaison with regional and overseas offices to ensure program ethics compliance.
  • Records Management: Manages and maintains records, information and data for the assigned programs. Works to improve the following records management areas: centralized records function, standardized handling/retention procedures and document searches. Manages and maintains policy related information and data such as government-wide laws, rules, and regulations that affect Peace Corps policies and operations. Manages and maintains the annual and semiannual regulatory agenda required by the Office of Management and Budget (OMB). Maintains all archives and files of policy documentation. Works with Peace Corps records officer to ensure compliance with Peace Corps record schedule, as well as the General Records Schedule. Schedules publication of regulatory actions with OMB. Maintains electronic data storage and filing systems for Public Financial Disclosure Reports (OGE-278) and Confidential Disclosure Reports (OGE-450), in accordance with laws, regulations, standards, and best practices of the Office of Government Ethics (OGE) and Peace Corps.
  • Project Planning and Management: Prepares and coordinates project plans, and/or manages projects some of which will involve multiple, interdependent procedures, overlapping deadlines and/or complex inter-office coordination requirements. Serves as project manager and point of contact for initiatives in the policy development and ethics areas. Formulates project parameters; plan and project requirements; identifies resources; executes project strategies; and monitors and/or controls ongoing or completed project systems, procedures or results. Plans specific project objectives, milestones, and phases for complex projects, and makes needed innovations and modifications.
  • Policy Analysis and Development: Works, with Peace Corps offices having subject matter responsibility, to assist in the development new policies, and revisions to existing policies, covering a range of subject matters. Assists Peace Corps staff by reviewing drafts and in finalizing the content of new policies and the updating of existing policies. Identifies key stakeholders who need to review and clear proposed policy revisions for content, formatting, and consistency with other Peace Corps policies. Assures that stakeholder comments are addressed which can involve assisting in the briefing or briefing of senior agency leaders. Recommends priorities relating to Peace Corps Manual revisions and upon approval, advises senior managers responsible for affected Manual Sections. Initiates review and analyzes provisions in the Peace Corps Manual that need to be updated. Sets schedules and deadlines for producing Peace Corps Manual section revisions. Updates senior staff and attorneys, as appropriate, on all policy update related activities. As requested, participates in policy planning discussions. Organizes and leads drafting sessions with appropriate offices to consider the revision or drafting of new Peace Corps Manual sections. Resolves, through negotiation, differences between offices that have expressed dissimilar positions on Peace Corps Manual revisions and advises managers of outcomes and requests assistance where needed. Explains Peace Corps Manual revision proposals to senior managers and communicates their positions to others involved in Manual revisions. Makes recommendations for substantive and technical revisions to the Peace Corps Manual.

Peace Corps Manual Section 611 is applicable to this position. Human Resources Assistant at Peace Corps Job Description

This position is located in the Office of Human Resources (HR). The incumbent serves as a Human Resources Assistant providing a variety of technical and administrative support to the Staffing and Recruitment function. This position provides support in staffing, processing, and recordkeeping functions of HR.

Responsibilities

The Human Resources Assistant performs the following major duties:

  • Human Resources Information Systems Support: Processes and documents HR actions for a wide variety of employee categories that involve different forms, authorities, various action codes, and regulatory authorities, or additional pay systems. Processes a wide variety of unique appointments and HR actions (including conversions, details, pay treatments, regulatory authorities, changes in duty stations, separations); identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request.
  • Staffing Program Support: Performs new employee orientations and recommends changes in presentation content, where appropriate. Assists employees in completing a variety of required forms. Reviews and verifies incoming and outgoing forms for completeness, required signatures and accuracy. Uses an automated recruitment system to conduct recruitment/examining activities for common lower-grade positions. Makes appropriate modifications to standard or precedent announcements.
  • Oral and Written Communication: Supports Staffing program (including Employee Orientation, eOPF, Non-competitive eligibility, Student Programs) and prepares, researches and maintains a library/information source of documents related to these programs. Provides regular progress updates to the Staffing Specialists and customers regarding personnel actions and inquiries.
  • Benefits & Payroll Support: Provides advice and assistance to employees regarding benefit problems and issues. Researches, identifies, and explains employee benefit-related issues, such as health benefits conversion and routine retirement calculations. Assists in developing and presenting training and orientation briefings for employees on the available programs, their general coverage and benefits, and the costs of the specific plans and programs. Provides brochures, pamphlets, comparison charts, and cost information as supplied by the programs and carriers. Assists employees with new enrollment, change, and cancellation requests, and other options such as paying FEHB premiums with pre-tax dollars. Performs research in order to ensure compliance with Federal and agency human resources/payroll regulations and policy guidelines, and correctness of determinations made in processing all types of personnel transactions. Researches pay and leave discrepancies using a variety of methods, including an automated inquiry system.
  • Personnel Processing: Processes a wide variety of unique appointments and HR actions (including conversions, details, pay treatments, regulatory authorities, changes in duty stations, separations); identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request. Performs research in order to ensure compliance with Federal and agency human resources/payroll regulations and policy guidelines, and correctness of determinations made in processing all types of personnel transactions.

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years.
