Agency Description

The Managing Director’s Office (MDO) manages and oversees the operations of the City. Working with five Cabinet-level Deputies, operational oversight is divided into specific departmental clusters: General Services, Arts & Events, Community Services, Health & Human Services, Public Safety & Criminal Justice, and Transportation & Infrastructure.

The Managing Director’s Office (MDO) is the Cabinet-level executive office with oversight of the city’s operating departments. The MDO provides support, assistance, and coordination to build sustainable infrastructure within and across departments, ensuring the efficient delivery of quality services to the public. The First Deputy Managing Director, along with the Managing Director, plays a significant role in the development and implementation of key policy initiatives; assesses the performance and progress of individual departments; and fosters cooperation and collaboration across City departments. Additionally, several significant outward-facing public service programs are housed within MDO. The requested position is highly critical to the health, public safety and operational stability of the Managing Director’s Office and the City of Philadelphia as a whole. The First Deputy Managing Director has the authority to carry out decision making and approval responsibilities in instances when the Managing Director is not available. The requested position should be considered Deputy Commissioner level or higher.

Essential Functions

  • Work closely with the Managing Director, Cabinet Members, Deputy Managing Directors and the Mayor/Mayor’s Office around strategic visioning and implementing priorities related to the Mayor’s second term of service. Provide expert professional support on a wide range of highly complex, sensitive, and confidential topics.
  • Represent the Office of the Managing Director in City Council hearings, press inquiries and other communications vehicles.
  • Provide leadership and oversight in key initiatives that include but are not limited to the City’s work in preventing and reducing gun violence, police reform, combating the opioid crisis, and other programs/projects.
  • Represent the Office of the Managing Director with City Council, clergy, community members, judicial partners, and other key stakeholders to advance strategic priorities across the MDO Cabinet.
  • Directly supervise key public safety departments including Department of Prisons and Licenses & Inspections, and provide support for the Citizens’ Police Oversight Commission
  • Provide support to the Managing Director in the real time response to citywide emergencies
  • Serve on Boards and Commissions on behalf of the Managing Director.
  • Provide leadership and participates in activities that promote workplace diversity and a positive employee environment.

Qualifications

  • Bachelor’s degree from an accredited college or university. Advanced degree and/or equivalent experienced preferred but not required.
  • A minimum of 10 years of relevant work experience.
  • Minimum of 7 years of experience in a community services, public safety, criminal justice, social services, or public health organization, in a leadership position.
  • Minimum of 5 years of managerial, supervisory, or executive experience.
  • Minimum of 3 years of community engagement experience, with a demonstrated passion for engaging community members in work to improve their neighborhoods.

Preferred:

  • Graduate degree in related field preferred.
  • Experience in government or large organizations.
  • Prior experience successfully managing inter-departmental and/or cross-systems collaborations.
  • Possess and maintain a valid driver’s license.

Minority/Disadvantaged Business Enterprise Manager at Philadelphia Police Department Job Description

This is administrative management work directing through subordinate supervisors the activities of employees engaged in minority/disadvantaged business contract participation and compliance work for the Airport, Office of Economic Opportunity or Department of Planning and Development. Work includes planning, developing, administering, evaluating, and coordinating the implementation of the goals and objectives according to federal, state and/or local regulations. Employees in this class direct the formulation and implementation of agency policy in areas such as certification and contract compliance. The employee in the Office of Economic Opportunity assignment serves as the across-the-board assistant to the director with responsibility for supervising the daily operations of the Minority Business Enterprise Council staff. The employee in the Airport assignment directs the Disadvantaged Business Enterprise Program (DBE) and Airport Concessionaire Disadvantaged Business Enterprise Program (ADBE) and compliance programs according to federal regulations at the Philadelphia International Airport and Northeast Airport. The employee in the Department of Planning and Development supervises staff engaged in participation and compliance activities of federally-subsidized development projects and non-subsidized development projects involving publicly-owned land. Coordination with department executives, other government agencies and departmental managers is significant to the work. Employees in this class report to an Executive Director or a Deputy Director.

Minimum Requirements

Minimum Training, Education & Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.

1. CIVIL SERVICE STATUS:
Presently employed by the City of Philadelphia with permanent Civil Service status in the Commerce Department with a performance rating of Satisfactory or higher.

AND

2. EDUCATION: Completion of a bachelor’s degree program at an accredited college or university.

AND

3. GENERAL EXPERIENCE: Four years of experience monitoring compliance with governmental guidelines pertaining to affirmative action and/or dissemination for a public agency.

AND

4. SPECIFIC EXPERIENCE: Two years of either supervising a staff engaged in disadvantaged business enterprise certification and/or compliance work ensuring municipal or federal compliance with rules, regulations, and guidelines encouraging the selection of minority/disadvantaged business enterprises OR performing administrative analysis and management work with delegated authority related to a minority business program and reporting to a Deputy Commissioner or Commissioner or equivalent.
Physical & Medical Requirements
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Required Licenses & Certifications
Employees in the Airport Assignment must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance during tenure of employment as the Minority/Disadvantaged Business Enterprise Manager.
