Position Summary:

Under general supervision from the Accounting Manager (A/P), performs a variety of accounts payable functions of an intermediately skilled and responsible nature within the Finance Department. This job class is treated as non-exempt.

Essential Functions: The Accounts Payable Clerk II concentrates efforts on accurate and timely review and payment of SRPMIC payables for Lease functions. Essential functions may vary among positions and may include the following tasks, knowledge, skills, abilities, and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not intended to be a comprehensive listing of tasks performed by all positions in this classification.

Examples of Tasks
Tasks:

1. Accounts Payable: Reviews invoices, vouchers, and check requests for accuracy.

Reconciles outstanding invoices on vendor statements to invoices vouchered in PeopleSoft.
Accurately processes invoices with regard to the accounting period, invoice date, payment terms, provide an accurate description of services rendered and whether or not the transaction is taxable.
Makes payments as requested by check request or approved invoices.
Makes adjustments for A/P discrepancies such as taxes charged on products delivered to the Community before posting for payment.
Processes construction invoices allowing for retention (amounts held from vendor payments until the job is satisfactorily completed) as appropriate/indicated.
Uses workflow notification and escalation process for instances where user department input is needed and has been requested in order to successfully accomplish payment of an invoice, but no response is being received from the user department.

2. Miscellaneous: Performs other tasks as assigned by the A/P Manager, Sr. AP Specialists, or the Finance Director.
General:
Contacts department personnel, account representatives or other appropriate persons regularly to for information necessary to complete AP processes and to resolve issues. Keeps respected parties informed and serves as a reference source.
Trains inexperienced staff to use the PeopleSoft financial system.
Performs other job-related duties as assigned to maintain and enhance departmental operation.

Non-Lease specific:

Performs accounts payable tasks including matching invoices, processing encumbrances, payables, checks, vendor account maintenance, vouchering, and payment process handling.
Performs statement reconciliations as assigned by A/P Manager or Sr. AP Specialists.
Serves as backup for AP Clerk for phones and mail.

Lease specific:

Enters and maintains vouchers related to lease payouts and loans.
Prints, assembles, and distributes periodic financial reports as requested, includes but is not limited to, quarterly landowner statements, customer payment statements, etc.
Responsible for administrative and recordkeeping functions of the lease subdivision. Includes but is not limited to the handling of incoming and outgoing mail, electronic file and folder maintenance, hardcopy maintenance of landowner and lease payout files, and scanning.
Responsible for updating the lease payout information line and intra and internet websites with lease payout information.
Primarily responsible for phones, mail, and other administrative tasks as assigned for lease.

Knowledge, Skills, Abilities and Other Characteristics:

Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC.
Knowledge of accounting principles, practices applications in a computerized system.
Knowledge of the procedures, methods and forms associated with automated accounting systems.

Minimum Qualifications

Qualifications:

Education & Experience: High school diploma or GED supplemented by coursework in accounting, bookkeeping or a related field AND experience equivalent to 2 years of accounts payable or clerical accounting work. At least one year of accounts payable work in PeopleSoft Financials is desired.

Equivalency: Equivalent combinations of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.

Position Summary: Under general supervision from the Accounting Manager, Accounting Supervisor and/or Senior Accountant, analyzes a variety of accounting transactions to ensure that they are carried out in accordance with generally accepted accounting principles for governmental accounting that meets the objectives of the Community. This Job Class is treated as FLSA Exempt.

Examples of Tasks

Essential Functions: (Essential functions, but may include the following tasks, knowledge, skills, abilities, and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not intended to be a comprehensive listing of tasks performed by all positions in this classification.)

Tasks:

1. Reviews and analyzes a variety of accounting transactions involving State, Federal, Community funded programs and other funding sources. Ensures transactions are recorded properly, are debited/credited to the appropriate source/program and comply with generally accepted accounting principles for governmental accounting.

Reviews monthly budget reports for appropriate expenditures and spending levels. Communicate budget deficiencies and issues to Compliance team to address with program directors/managers.
Monitors daily banking activity, reviews and analyzes all monies received and ensures posting to proper accounts. Create correcting cash entries as needed.
Review and apply federal guidelines and references as noted in the project administration guidance checklist submitted by the Compliance team for each grant or contract.
Prepares reimbursement requests and submits to the Accounting Manager for approval and processing.
Prepares financial reports for grant, contract, and other funding sources. Due dates and reporting requirements are entered into the accounting system by the Grant Compliance team

2. Creates recurring journal entries in accordance financial closing schedule and deadlines using the standard journal entry upload template.
Prepares recurring and manual journal entries across multiple business units.
Provides and validates supporting documentation to substantiate journal entry.
Ensures supporting and backup documentation are complete and straightforward.

3. Prepares monthly account reconciliations across multiple business units using SRPMIC standard format and reports discrepancies to Accounting Manager for proper resolution.
Validates the general ledger and sub ledgers are reconciled with resolution to outstanding items monthly.
Perform variance analysis of P&L transactions, including sample of transactions for appropriateness.
Researches and resolves outstanding reconciling items in a timely manner.
Creates adjustment journal entries required to correct balances of general ledger accounts
Identifies and reports any discrepancies to Accounting Manager for proper resolution if needed.

4. Manage purchasing card transactions through external credit card management system.
Reviews and batch assigned purchasing card transactions.
Identifies and communicates incorrect account string used by cardholder or proxy.
Creates adjustment journal entries to correct coding errors.

5. Gathers and prepares data and documents for a variety of financial reports. Maintains appropriately filed documents for easy retrieval, report processing and for audit purposes

6. Provides assistance to Finance management team with respect to various accounting or special projects.

7. Consistently supports compliance with SRPMIC Policies and Procedures by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable).

8. Performs other job-related duties as assigned to maintain and enhance departmental operation.

About Salt River Pima–Maricopa Indian Community:

The Salt River Pima-Maricopa Indian Community (SRPMIC) is a sovereign tribe located in the metropolitan Phoenix area. Established by Executive Order on June 14, 1879, the Community operates as a full-service government and oversees departments, programs, projects and facilities.

The Community is located in Maricopa County and is bounded by the cities of Scottsdale, Tempe, Mesa and Fountain Hills. The Community encompasses 52,600 acres, with 19,000 held as a natural preserve.

With two distinct backgrounds and cultures, the Community is comprised of two Native American tribes: the Pima, “Akimel O’Odham” (River People) and the Maricopa, “Xalychidom Piipaash” (People who live toward the water). Definition
Definition: Under general supervision performs a variety of law enforcement tasks associated with patrol, traffic control, public assistance, investigation of criminal activity/crime scenes, apprehension of offenders, and aid in the prosecution of cases in court.  This job class is a driving position, and treated as FLSA non-exempt.
Examples of Tasks
Essential Functions:  (Essential functions, may vary among positions, but may include the following tasks, knowledge, abilities, skills, and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY and is not intended to be comprehensive listing of tasks performed by all positions in this classification).

Tasks:
1.  Patrols the Salt River Pima-Maricopa Indian Community (SRPMIC), including off-road areas, in a radio-equipped vehicle to preserve law and order by discovering/preventing the commission of crimes and enforcing State and Tribal laws and ordinances. Talks to Community members while on routine patrol to answer their questions and to demonstrate interest in them and their Community.

2.  Responds to calls and complaints involving automobile accidents, robberies, assaults, fights, domestic disturbances, animal problems, and other criminal activities and civil complaints in order to secure the crime scene, identify witnesses, conduct preliminary investigations, and generally re-establish law and order at the scene.  Deals with upset and angry people; attempts to calm them, explain procedures and get their cooperation. Determines whether there is probable cause for arrest at domestic disturbance.  Charges and books arrested person; completes the necessary paperwork and procedures.

3.  Secures and investigates crimes scene to ensure that the collection, preservation and handling of physical evidence and property meets established professional and legal standards. Interviews victims, suspects, witnesses to obtain and verify information pertinent to the investigation and resolution of a variety of criminal incidents.

4.  Prepares reports, complaints, affidavits and other related technical legal documents regarding the progress, findings, and results of the investigative process to document the facts of an incident and facilitate the apprehension, prosecution and conviction of the perpetrator.  Preserves and documents crime scene by processing the scene for fingerprints and taking fingerprints and taking still photographs, videotaping or sketching the crime scene.

5.  Enforces traffic laws and ordinances by checking vehicle speed; issues citations when violations are observed.  Runs license/registration check on the driver on a stopped vehicle to determine if the motorist has outstanding charges/warrants.

6.  Testifies in court regarding the facts of the case as known first-hand, evidence collected, notes, and actions taken. Presents a good appearance and credible image while appearing in court or at hearings. Appears in court to present evidence and sworn testimony on behalf of the SRPMIC.

7.  Conducts self in a manner which maintains integrity; remains free from involvement in unlawful or inappropriate activities.  Attends classes, workshops, and conferences on police procedures to updates and improve skills.

  • Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of the SRPMIC ordinances to be enforced.
  • Knowledge of state and federal statutes, codes and ordinances to be enforced.
  • Knowledge of police operations principles and practices including investigation, patrol, communications, records, community/public relations, and crime prevention.
  • Skill in establishing and maintain effective working relationships with other law enforcement/regulatory agencies, departmental staff, Community officials, members of the Community, and the public.

Minimum Qualifications
Qualifications:  
Education & Experience:   Graduation from high school or GED.   Must be able to obtain Arizona Police Officer Standard and Training (AZ Post) certification.

  • Applicants that are not AZ Post certified Police Officers must pass a physical agility assessment and written assessment to be considered for hire with the SRPMIC Police Department.  Failure to pass either of the components will be considered an automatic disqualifier.
  1. The physical agility assessment must be completed within the designated timeframe established by SRPMIC Police Department.
  2. The written assessment must be passed with a score of 70% or better.

Laterals – To be considered a lateral you must currently be AZ Post certified.  The written and physical agility tests will be waived for current AZ POST certified Officers.    

Special Requirements
Must be able to pass an Arizona Post (Arizona Peace Officer Standards and Training) background investigation.  Must be able to meet P.O.S.T. Drug standards.

  • Employees in, and applicants applying for, jobs providing direct services to children are subject to the “Community Code of Ordinances”, Chapter 11, “Minors”, Article X. “Investigation of Persons Working With Children”.
  • Must possess and maintain a valid Arizona Driver’s License.

About Salt River Pima–Maricopa Indian Community:

The Salt River Pima-Maricopa Indian Community is comprised of two distinct Native American tribes: the Onk Akimel O’odham (Pima) and the Xalychidom Piipaash (Maricopa). The center of our aboriginal territory is located in what is now called the Phoenix Valley, but our villages and farms previously occupied vast stretches of land along the Gila and Salt Rivers.

Although we derive from two distinct cultures and languages, our two tribes have been allies for many generations and share many of the same values. Although each tribe formerly recognized its own leaders and independently managed its own day-to-day affairs, we interacted regularly. Intertribal commerce, decision-making, military action and social interaction were common.

Our friendly alliance ultimately developed into a more formalized confederation that benefited both groups. Since that time, we have regularly acted as a single political power. Such was the case when establishing relations with the United States. Hence we are now federally recognized as one tribe by the U.S. Federal Government.

The territory of O’odham and Piipaash residing along the Salt River was originally recognized by the U.S. government via executive order, signed by President Rutherford B. Hayes on January 10, 1879. Unfortunately, a subsequent executive order on June, 14, 1879 reduced the Salt River portion of the reserve from approximately 680,000 acres to just 46,627 acres. The second order also created two disconnected land bases, separating the Salt River O’odham-Piipaash from their relatives living along the Gila River.

In 1940, the Salt River Community adopted a constitution and bylaws under the provisions of the federal Indian Reorganization Act and is now governed by an elected President, Vice-President and Tribal Council.
