Engineering Technician I at Springbrook Nature Center Job Description

POSITION OBJECTIVE

This position provides technical design assistance in the preparation of municipal projects, specifically by preparing drawings and plans in CADD programs. This position performs field inspections and conditions surveys and reviews and inspects permits.  The employee in an advanced role may also manage survey needs of the department through collaboration with project managers, consultants and while performing field survey work operate and maintain the drones owned by the City.

This position performs a variety of intermediate level assignments related to the design and construction of Public Works improvements, including survey coordination, drafting and inspection activities.

Expected hiring range: $30.77 – $32.83

ESSENTIAL JOB FUNCTIONS

  1. Create plan sets for new projects and recording of final construction notes on record plans using CADD programs under Engineering Project Manager.
  2. Inspects grading permits and ROW (driveway only) permits to ensure compliance with MS4 permit.
  3. Assists in coordinating survey needs of department through collaboration with project managers and consultants.
  4. Performs field inspections and condition surveys.
  5. Maintains City digital records and geolocation data of existing utilities, permitted non-City projects, and project survey/ design data.
  6. Maintains supplies for surveying, construction observation and design.
  7. Post processes aerial data to provide maps and models.
  8. Performs on-site construction inspection for street reconstruction, sanitary sewer, water main and storm sewer projects, as well as other City projects.
  9. Gathers and records construction-related inspection reports, field notes, and other information for the City’s record drawings.
  10. Fulfills map requests for Gopher State One calls.
  11. Performs other duties as assigned or apparent.

QUALIFICATIONS

Minimum Qualifications:

  1. A technical degree, including CAD design coursework, in civil engineering technology, construction engineering/management, or surveying.
  2. Possession of a valid driver’s license with no restrictions.
  3. Proficient at operating contemporary office equipment and personal computers with a variety of software applications.  Microsoft Office Suite preferred.
  4. Must obtain and maintain SWPPP Designer, Bituminous Street 1, Concrete Field 1 Grading and Base 1 certifications within 2 years of being hired.

     Desired Qualifications:

  1. Experience working with AutoCAD, Civil 3D, MS Office Outlook, MS Office Word, and MS Office Excel software.  Experience with GIS programs a plus.
  2. Experience in preparation of construction plan sets, graphical renderings, and other technical and graphical exhibits.
  3. Familiarity with MnDOT standard specifications and City Engineering Association of Minnesota utility specifications.
  4. Knowledge and experience of surveying and use of survey equipment.
  5. Experience with design, construction, and test methods for pavement preservation, pipe lining, utility, and stormwater projects.
  6. Associates degree in civil engineering or directly related field.
  7. Related civil design, construction inspection and surveying experience a plus.

KNOWLEDGE, SKILLS, AND ABILITIES

  1. Ability to understand municipal engineering operations and procedures, including planning, design and construction of municipal projects.
  2. Ability to use Autodesk programs to create construction documents, plans and figures.
  3. Ability to prepare renderings and other drawings to help convey technical information in a graphical manner, including concept level informational plans.
  4. Willingness to try new methods or procedures to achieve specific needs of City staff.
  5. Excellent interpersonal and conflict resolution skills.
  6. Ability to develop, read, and interpret construction drawings and specifications.
  7. Ability to work independently.
  8. Ability to work in Minnesota outdoor environments throughout the calendar year.
  9. Knowledge of construction surveying and use of survey equipment.

Communications and Engagement Manager at Springbrook Nature Center Job Description

POSITION OBJECTIVE

The Communications and Engagement Manager manages and oversees the planning and implementation of branding, communications and engagement programs promoting the City’s vision, goals, activities and image to citizens, businesses, community organizations and community leaders.

This position is responsible for the City’s overall communications program efforts to promote the City’s vision, goals, activities, and image.

ESSENTIAL JOB FUNCTIONS

  1. Manages the enterprise level outreach and engagement campaigns including all digital and in-person programs.
  2. Designs, develops, implements, updates and oversees the City’s overall Communication Plan, website and social media policies, general communication and marketing policies and programs, short- and long-term planning, and overall branding and visual identity for the City.
  3. Supervises division staff.

a.   Recommends staff hires, orients and trains.

b.   Oversees professional development of staff.

c.    Plans, reviews, assigns and evaluates work of staff.

d.   Provides coaching, feedback and evaluates staff performance.

e.   Resolves staff conflicts and concerns.

f.    Prepares work schedules.

  8. Oversees all enterprise level crisis communications and partners with Public Safety (Police) to distribute accurate and timely information to residents and business owners in the event of emergencies.
  9. Provides creative direction on video productions promoting the City, City campaigns, and projects.
  10. Reviews team’s work prior to final distribution including copy decks, email content, web page copy, event notices and invitations, video scripts and productions.
  11. Leads in revising, monitoring and enforcing website and social media policies.
  12. Manages special events like town hall meetings, dedications, etc.
  13. Photographs ad-hoc events like swearing in ceremonies, dedications, ribbon cuttings, employee events, etc.
  14. Manages all advertising vendors and helps create and approve creatives.
  15. Oversees contracts and agreements and coordinates work with independent contractors, vendors, and consultants related to communications, cable contracts, Fridley Municipal Television and other communication/marketing efforts.
  16. Keeps up to date on communication trends and technologies, and implements tools that can help broaden the City’s communication efforts. Assists with decisions and recommendations regarding communications technology and website re-design.
  17. Attends City-sponsored events and meetings of clubs and organizations within the City.
  18. Performs other duties as assigned or apparent.

QUALIFICATIONS

Minimum Qualifications:

  1. Bachelor’s Degree in public relations, journalism, communications or related field; and
  2. Five years’ relevant work experience; OR
  3. Equivalent combination of education/training/experience.
  4. Valid Minnesota Driver’s License.
  5. Ability to work flexible work hours including some evenings and weekends.

Desired Qualifications:

  1. Experience in promoting and marketing for city government or other public sector agencies.

Seasonal Recreation Worker at Springbrook Nature Center Job Description

POSITION OBJECTIVE

The City of Fridley is seeking enthusiastic, friendly and highly motivated applicants for seasonal recreational youth workers. This position is geared towards those who enjoy working with kids or in the outdoors, have a special skill to teach, or have experience or a desire to instruct youth. This position will support and implement the goals, objectives, and planned activities working under the general supervision of the Recreation department. 

ESSENTIAL JOB FUNCTIONS

Recreation Program Leader – $10.69 – $13/hour
This position is responsible for ensuring participants receive a quality recreational experience in a safe environment within the City of Fridley’s recreation programming for youth ages 3-10. Examples of work performed include executing lesson plans, playing and interacting with children, chaperoning off-site field trips, communicating regularly with parents/guardians.
Shifts are weekday evenings with some weekend hours. Must be able to deal effectively with people and exhibit responsible judgment for the disciplinary actions in emergency situations. Must be able to establish and maintain tactful and effective working relationships with co-workers, program participants, and the general public. Must be dependable, punctual, and organized.
All applicants must have a genuine interest in children and 2 years prior childcare experience (volunteer or paid). Bilingual preferred.

Warming House Attendant – $10.55 – $11.61/hour
The position of Warming House Attendant is a part-time seasonal position for our outdoor rink at Commons Park. Candidates must be available to work approximately 8-16 hours per week from December 17, 2021 – February 28, 2022 (weather permitting). Warming House attendants are responsible for checking skates in and out; upholding all rink policies and procedures; opening and closing of warming house facility; leading special activities; assisting skaters; documenting of reports; cleaning of facility and perform other duties as assigned. Bilingual preferred. Multiple positions available.

Warming House Hours:
Monday – Friday 4:00 pm – 8:00 pm
Saturday/Sunday: 1:00 pm – 8:00 pm
Holiday Warming House Hours:
December 25 – January 2, Jan 17, & Feb 21: 1:00 pm – 8:00 pm
There will be a mandatory pre-season orientation prior to the rink opening for selected candidates.

QUALIFICATIONS

Recreation Program Leader

 MINIMUM QUALIFICATIONS:

  1. Skilled in English both orally and in written communication.
  2. Final candidates must satisfactorily complete a criminal background and reference check process.

Police Officer at Springbrook Nature Center Job Description

POSITION OBJECTIVE
The City of Fridley is building an eligibility list for Police Officers, to serve as follows:
Under the supervision of a Police Sergeant, this position is responsible for maintenance and order; enforcement of laws and ordinances; and protection of life and property. Conducts investigations into criminal law violations and other violations; engages in crime prevention activities; and provides other police services as may be required.
Selection process: Decisions concerning an applicant’s qualifications for this position will be based on information provided in application materials.  In addition to providing a cover letter and resume, please fill out the application form as completely and accurately as possible. Salary range is based on 2021 contract.
ESSENTIAL JOB FUNCTIONS
  1. Actively work with citizens to resolve issues affecting their quality of life in the City of Fridley.
  2. Patrol a specific assigned area on foot or using a vehicle as directed.
  3. Operate and drive a patrol car to monitor traffic; operate vehicle-monitoring equipment such as radar; observe and detect traffic violations and crime; and investigate accidents.
  4. Enforce federal law, state statutes and city ordinances.
  5. Respond to complaints such as prowlers, trespass, fights, disturbance of the peace, domestics, alarms, lost or stolen property, etc.
  6. Perform arrests and procedures as warranted.
  7. Perform searches and maintains security of prisoners under his or her control.
  8. Record written and oral statements from victims, witnesses, suspects, specialists, and citizens.
  9. Write, dictate, type, proof or edit detailed reports in English to document activities.
  10. Operate desktop and mobile computer equipment to create and submit reports, enter records, run queries and access data.
  11. Operate radio and contemporary technology to receive and acknowledge police calls for service and communicate with other employees and supervisors.
  12. Provide credible testimony and/or evidence at trials, hearings, and before grand juries as required.
  13. Serve warrants and subpoenas as required.
  14. Maintain strong code of ethics of the highest standard of conduct while on and off duty.
  15. Use appropriate level of force to achieve stated law enforcement objectives, including the ability to use deadly force when justified.
  16. Answer questions from the public on the telephone or in person such as case status, complaints, law interpretation, etc. or refer questions to proper agency or person.
  17. Perform routine traffic control activities such as directing traffic; perform verification and checks on car registration, check for outstanding warrants; and issue tickets, citations, or tags for illegal moving or parking violations.
  18. Perform preventative patrol, surveillance checks and vacation checks of private dwellings and businesses.
  19. Conduct preliminary investigations of robberies, burglaries, thefts, hold-ups, accidents, deaths and similar incidents.
  20. Secure and monitor crime scenes.
  21. Interrogate suspects and take sworn statements, formal confessions, or depositions.
  22. Uses physical defensive tactics when necessary; e.g. taking suspect into custody.
  23. Maintain proficiency in police skills such as use of firearms, first aid, driving, etc.
  24. Become familiar with all departmental equipment and aids necessary to perform assigned duties.
  25. Become familiar and comply with field training manual, operations manual, federal laws, state statutes, and city ordinances relating to law enforcement; instructions and service manuals for operation and maintenance of law enforcement safety equipment; complies with Safety Manual and all departmental directives.
  26. Relate effectively to victims of crimes providing personal support and advice as required.
  27. Perform other duties as may be assigned or required.

OTHER JOB FUNCTIONS:

  1.  Respond to medical emergencies and render first aid.
  2. Serve as a Neighborhood Resource Officer to assist residents of specific neighborhoods resolve issues related to safety and quality of life.
  3. Attend meetings, seminars and other required training classes to maintain current and up-to-date knowledge of criminal and civil laws, as well as technical skills and safety regulations in order to remain proficient in the performance of duty.
  4. Perform regular checks on assigned equipment for safety, operation and efficiency.
QUALIFICATIONS
MINIMUM QUALIFICATIONS:

  1. Must be a United States Citizen.
  2. Minimum of 21 years of age or older.
  3. Possess a high school diploma or GED certification.
  4. Licensed peace officer licensed by June 1, 2021 in the State of Minnesota, or P.O.S.T. Board eligible to be licensed by June 1, 2021.
  5. Possess a valid Minnesota driver’s license, with no restrictions as well as a good driving history.
  6. Successfully pass an in-depth background check, investigation and required evaluations (psychological testing, medical exam, physical agility and drug test).
  7. Have no felony convictions; no convictions of domestic violence or domestic violence-related offenses (either misdemeanor or felony).
  8. Must be of good moral character.

DESIRED QUALIFICATIONS:

  1.  Previous experience as a police officer, community service officer, reserve police officer or security.
  2. Additional education or training in law enforcement.
  3. Ability to communicate in multiple language(s) other than English.
  4. Proficiency in the use of computers, contemporary communication equipment and technology for law enforcement purposes.
KNOWLEDGE, SKILLS, AND ABILITIES
  1. Ability to write clearly and effectively, comprehend and follow oral and written communications in English such as commands, service manuals, safety instructions, pertinent laws, standing orders, street signs, building signs, warning signs, including ability to read signs in diminished light conditions.
  2. Ability to communicate effectively in English, both orally and in writing, through orders, reports, requests, instructions, etc.
  3. Ability to perform basic mathematical calculations such as addition, subtraction, multiplication, and division.
  4. Ability to work effectively with other police officers on assigned team and with other personnel in the Police Department and municipal employees, as well as outside agencies and organizations.
  5. Availability for work on rotating shifts on any day or time of the week, including evenings, weekends and holidays.
  6. Ability to deal with diverse public tactfully, courteously, and, when the occasion demands it, with firmness and authority.
  7. Successfully complete and pass required entrance exam(s), interviews, thorough criminal background investigation, pre-placement medical, physical, psychological exam, and drug/alcohol tests.
  8. Ability to use accurate powers of observation and memory for names, faces, numbers, incident and places.
  9. Ability to analyze situations quickly and accurately and to determine proper course of action.
  10. Exercise good situational judgment and make decisions as to appropriate action under pressure in accordance with rules, regulations and policies.
