Business Manager at State of Louisiana Job Description

The Psychology Department is seeking a Business Manager to manage the administrative office to ensure efficiency and accuracy in meeting the needs of students, faculty and staff of the department. This position assists the department chair in matters pertaining to the department’s programs, coordinates most administrative activities, relieves the chair of routine administrative matters and makes independent decisions regarding business matters affecting the department. Will serve as the Cost Center Manager of Psychology.  Responsible for balancing the $3.4 million departmental budget accounts and grants, general accounting, coordinating procurement, and managing operation and coordination of departmental business process.

Job Duties

Office and Departmental Management:

• Supervises the primary classified and professional department staff, including performance management and time tracking. Supervises two IT personnel (graduate students).
• Oversees all departmental business, accounting, and HCM processes; reviews, coordinates, and modifies procedures and responsibilities among the staff as needed. Provides backup for business and undergraduate and graduate student HCM processes as needed.

• Works closely with faculty in leadership positions and other staff to manage strategic components of the department processes, such as expenditures of grants, contracts, and foundation funds; delegates relevant processes to staff when appropriate.
• Assists faculty and the College of Humanities and Social Sciences (HSS) with preparation of large grant proposals; coordinates with faculty, HSS, department staff, and other appropriate LSU offices with monitoring grants and contracts, affiliation agreements, and internship agreements as needed.

• Collects and assembles statistical information and data required for making management decisions, reports, departmental strategic plans, etc.
• Manage the proper operation and coordination of departmental business processes; update and record departmental Space Inventory; determine and recommend the equipment and service needs of the department
• Serve as Cost Center Manager/Financial Manager • Account reconciliation for all departmental, foundation, and grant accounts; monitor balances and account activity, initiate transactions to resolve discrepancies.

• Analyze and interpret offer letters for incoming faculty members; coordinate the procurement of goods and services for office and lab setup in accordance with the Dean’s Office start-up contract.
• Compose justifications and provide supporting documentation for budget adjustments and change orders; review grant documents and sub contracts for terms and conditions and budget justifications.
• Ensure compliance with University, government, and sponsor policies and guidelines; establish, revise, and implement departmental accounting procedures.
• Serve as Effort Certification Reviewer ensuring all payroll accounting is accurate; create payroll accounting adjustments as needed.

Assistant to Psychology Department Chair:

• Entrusted with sensitive and confidential issues involving the faculty and other employees as well as corporations within the business community. Relieves the Chair of day to day administrative operations when relevant.
• Organizes routine administrative requests for signature including various personnel forms and accounting forms.
• Handles sensitive and confidential issues involved with the faculty and other employees, distributes requests.
• Distributes broadcast e-mails for department faculty and staff.
• Coordinates with external entities such as PBRC, Baton Rouge Clinic, and Our Lady of the Lake Hospital as needed

Department Human Capital Management (HCM):

• Coordinates and monitors departmental HCM processes including but not limited to hiring and onboarding of student workers, summer grant compensation, summer school budget, temporary costing allocations related to cost sharing and course buyouts, contract renewals and limited term appointments and continuing or ending them as necessary, and payroll concerns.
• Assists faculty with recruiting efforts by composing job descriptions and preparing advertisements for new and/or vacant staff, faculty, and grant-based positions; coordinates with HSS regarding job ads, collection of applications and acknowledgment of receipt, and documents necessary for hiring and onboarding.

• Serves as the lead department HCM liaison to HSS.
• Assists new faculty and staff, including part-time instructors, by providing a departmental orientation session that answers questions about available resources, policies and operating procedures.
• Responsible for the maintenance of all departmental personnel files and ensures that files are continually updated and confidentiality maintained (e.g., faculty CVs and promotion/tenure applications).
• Coordinates and relays salary savings information to HSS.
• Transmits updated LSU polices to faculty and staff.

Assists with other projects as needed.

Minimum Qualifications

Education Level: Bachelor’s degree in Accounting, Business, or a related field

Years of Experience: At least five years of related work experience

Specific Experience: Prior direct supervision and performance evaluation of others.

Preferred Qualifications

Education Level: Master’s degree

Years Experience: At least ten years of related work experience

Specific Experience: Prior work with LSU Campus Policies and Procedures; supervision of staff; ability to coordinate grants and contracts processes; knowledge of accounting and budgeting processes.

Logistics Coordinator at State of Louisiana Job Description

Coordinates logistical support for NCBRT courses and programs on-site at location of course delivery.  The On-Site Coordinator is a position that requires high-frequency travel, often for extended periods. They are the primary NCBRT full-time staff responsible for on-site support at select classes. They have the responsibility of coordinating the on-site receipt, inventory, employment, maintenance and return of NCBRT course equipment and supplies. The On-Site Coordinator must liaison with hosting agency points of contact, Lead Instructors, Regional Training staff and other NCBRT staff.

Job Duties:

  • Coordinate the organization and preparation of course materials pre- and post-course, to ensure all materials are ready for employment when delivered to a field location. Packing, shipping, return, tracking, inventory control, purchasing, receiving and storage of all course supplies and equipment.
  • Conduct analysis of materials usage and create projected spending reports to be combined into overall projections. (40%)
  • Perform on-site logistical duties to include agency point of contact coordination, course administrative support, receipt and inventory of course supplies and equipment, distribution and set-up of course materials, on-site repair and maintenance of course equipment, assurance of safety procedures, repackaging and shipment process to return all materials to NCBRT logistics. Assist with operation of remote shipping facilities when necessary. To include shipment coordination, equipment maintenance and inventory. (40%)
  • Conduct on-site advances to determine suitability of potential class and scenario sites. Assess site for ability to conduct scenarios, securely store materials and potential timeliness of routing from multiple class sites. Coordinate with Regional Training staff in regards to scheduling, facilities, point of contact interactions and any other requirements to ensure success of NCBRT courses. (10%)
  • Perform other duties as assigned by the Directors, managers, and Supervisors of the center. (10%)

Minimum Qualifications:

  • Bachelor’s Degree
  • 1 year of experience

Preferred Qualifications:

  • 1 year of work experience in related field
  • Knowledge of firearms, firearm safety, personal protection equipment, biological/chemical detection equipment and related emergency response training equipment; Logistics and inventory management experience.

Special Qualifications:

  • Ability and willingness to travel throughout the United States and its territories.
  • Must meet University’s minimum qualifications to operate a motor vehicle while conducting LSU business.
  • Able and willing to lift 50lbs unassisted and up to 120lbs with another person.
  • Due to the nature of the position and/or position responsibilities this position shall be subject to drug/alcohol testing in accordance with University Policy Statement 67.
