Code Compliance Supervisor at The City of Cedar Park Job Description

The Code Compliance Supervisor oversees daily case activities of the Code Compliance Division and manages Code Compliance officers. Additionally, he/she will research, investigate, and enforce various codes and ordinances for the City. Work includes but is not limited to ensuring all properties are in compliance with local ordinances, codes, and permits.

The Position

Recommends for hire, supervises, and develops staff through review of performance data, conferences, training and counseling, and assigns work;
Makes on-site inspections and field investigations to ensure public and private properties are in compliance with various codes, including property maintenance codes, zoning codes, sign ordinance and other State and Federal codes;
Maintains computer records and reports concerning inspections, licenses, permits, certificates, etc.;
Consults with engineers, architects, builders, and contractors to discuss property maintenance and compliance with various codes;
Prepares and writes departmental reports and correspondence, including documents relating to legal searches by warrant or by consent;
Coordinates with other city departments to set up reviews and inspections as necessary;
Investigates complaints of unsafe, uninhabited, and unsanitary structures and overgrown lots, and enforce codes when necessary;
Prepares and processes purchase orders for uniforms, office supplies, vehicle maintenance, small tools and equipment, contract services, and printing and publishing
Issues and prepares reports, court citations, and case history documents for code violation cases to be processed in court;
Shares information and works with other law enforcement agencies as directed and appropriate;
Coordinates with various prosecutors regarding the investigation and prosecution of code violations;
Testifies at meetings, hearings, and trials on behalf of the City, as needed;
Documents evidence of code violations in narrative, photographic and video form, including the results of investigations;
Answers questions in person and on the telephone regarding zoning, sign, and property maintenance ordinance compliance, and citizens’ complaints;
Provides customer service to other departments and public as needed;
Conducts required inspections during building condemnation procedures; enforces housing codes for the City demolition and clearance of sub-standard structures; inspects and documents sub-standard structures; investigates unsafe buildings; and coordinates with other City divisions to ensure all ordinances are followed and records are properly filed;
Enforces “temporary signs” regulations and other sections of the sign ordinance, nuisance and safety ordinances to secure code compliance; prepares reports and case history documents;
Researches property identification for land and vehicle ownership; researches tax and court records for ownership record; conducts title searches; and documents evidence of municipal code violations in narrative, photographic and video form;
Gives presentations to boards, commissions, community organizations, business owners and citizens regarding City standards, municipal code compliance and enforcement;
Assists in the development of policies and procedures on new and revised ordinances; and
Performs such other related duties as may be assigned.
Acceptable Experience, Training, Certifications and Licenses
High School Diploma or its equivalent, plus six (6) years of experience in the enforcement of any code recognized by the Texas Department of Licensing and Regulation for purposes of certification; one (1) year of required experience in a lead or supervisory capacity preferred;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certification as a Code Enforcement Officer issued by the Texas Department of Licensing and Regulation; International Code Council Certification as an International Property Maintenance and Housing Inspector, or ability to obtain certification within first year of employment.

Valid Texas driver’s license, with acceptable driving record.

The Position

The Applications Analyst is responsible for providing complex analysis, day-to-day operational administration, vendor management, support, monitoring, project and release management for a defined suite(s) of several departmental level applications and its related infrastructure.

Application Support and Maintenance

  • Coordinates with internal customers, Information Services (IS) and Vendors for application administration, support, upgrades, enhancements and patches;
  • Analyzes end user problems, identifies their source, and determines possible solutions;
  • Analyzes workflows and related business processes to design and implement enhanced solutions;
  • Oversees daily maintenance and troubleshooting tasks, and some help desk responsibilities;

Environment Management

  • Works with vendor(s) and internal Information Services staff to develop, implement and maintain adequate test environments; and
  • Ensures the stability, integration and integrity of both the related test and production system environments.

 Leadership

  • Provide technical support and representation at trade shows, conferences, and similar events as needed;
  • Provides on-the-job training to new department staff members as needed;
  • Provides computer orientation to new company staff as needed;
  • Responsibilities may require evening and/or weekend work in response to needs of the application(s) being supported; and
  • Performs other related duties as may be assigned.

Acceptable Experience, Training, Certifications and Licens

Bachelor’s Degree in Computer Science or similar field from an accredited college or university or related experience, plus a minimum of three (3) years of relevant experience, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

  • Experience in supporting e-commerce/third-party payer platforms
  • Experience in supporting mobile device based/end user engagement applications

Captial Projects Manager at The City of Cedar Park Job Description

The City of Cedar Park has an exciting new position available, Captial Projects Manager! This position is responsible for directing the activities of staff and personally performing a broad range of project management, construction administration, and planning and architectural/engineering services in the development and implementation of the City’s Capital Improvement Program.

The Position

  • Oversees the Capital Projects Division consisting of project management staff responsible for the management of capital projects;
  • Supervises assigned staff including delegating work assignments, evaluating performance, coaching, training, and completing/approving timesheets of employees;
  • Oversees the planning, design and construction of capital improvement projects with a focus on municipal owned buildings and other special projects including, but not limited to, developing and managing project budgets, planning and preparing project contract documents and specification packages, ensuring project compliance with applicable purchasing State statues, City policy, and other regulations and mandates, managing the hiring and performance of all consultants associated with a project including designer, contractor, inspector, and materials testing, frequent coordination with City Management, Department Heads, and other City staff; regularly interacting with a wide variety of residents, individuals, companies and organizations associated with these projects;
  • Assists the Director of Engineering and Capital Projects with establishing, administering and evaluating goals, objectives, policies and procedures for the Capital Projects Division of the Engineering Department;
  • Assists with development and implementation of the City’s Bond Programs and long-range Capital Improvements Program including planning, design, and construction of buildings, parks, streets, and other facilities;
  • Develops administrative and operational plans in conjunction with the City Manager’s Office and other Department Directors to ensure project quality, schedule, and cost control;
  • Prepares progress reports for City capital projects including update presentations to City Council, budget updates, project status, and schedule;
  • Evaluates, selects, and manages consultants retained by the City to provide expertise in project studies, programming, development, design, construction phase services, cost estimating, management, or inspection. Develop, negotiate, and manage professional agreements and contracts with consultants;
  • Leads all phases of the capital project process including programming, project development, preliminary design, right-of-way acquisition, utility coordination, final design, bidding, construction, and project closeout;
  • Develops and ensures City permitting and project management procedures are followed;
  • Maintains project financial activities including coding, approving, and administering projects in cooperation with the Finance Department. Initiates and revised project cost data reports and approves payments to consultants, contractors, etc.;
  • Compiles construction data and coordinates with Cedar Park Public Works, and other public, private, and franchised utility companies to expedite the relocation of utilities;
  • Coordinates with federal, state, and local agencies on project development, construction, and permitting including Federal Emergency Management Agency, Texas Department of Transportation, Texas Commission on Environmental Quality, and area cities and counties;
  • Resolves design and construction related conflicts and disputes;
  • Prepares City Council agenda items and makes presentations to City Council, Planning Commission, city boards, stakeholders and the general public;
  • Trains and develops staff in proper project management practices;
  • Respond to citizen/customer inquiries; and
  • Performs such other related duties as may be required.

Acceptable Experience, Training, Certifications and Licenses

A Bachelor’s Degree in Engineering, Architecture, Construction Management, or related field plus at least six (6) years of progressively responsible experience in management of facility, parks, and roadway capital improvement design and construction projects, and at least two (2) years of supervisory experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Valid Texas Driver’s License, with an acceptable record.
Professional Engineer (PE), Project Management Professional (PMP) and Certified Floodplain Manager (CFM), or combination thereof preferred.
Knowledge of: project management, alternative project delivery methods such as competitive sealed proposals (CSP) and construction manager at risk (CMAR), project cost estimating, budgeting and procurement processes, municipal capital improvement project planning, design and construction, and general municipal operations.
Skill/Ability to: operate computers using standard word processing, scheduling and spreadsheet software; foster an environment of cooperation and teamwork within project teams, establish and maintain effective working relationships and communications with internal City personnel, local, state, and federal government officials and the general public; demonstrate proficiency in both oral and written communications and gather, compile, analyze, and evaluate a variety of data to make sound decisions.

EXAM ASSIGNMENT:
Applicant will be notified by May 25, 2021 of the date and time of their examination.

EACH APPLICANT WILL BE ASSIGNED TO ONE (1) EXAM DATE AND TIME. APPLICANTS WILL BE ADMITTED ONLY TO THIER ASSIGNED EXAM. THERE WILL BE NO TRADING OF EXAM ASSIGNMENTS OR ADMITTANCE TO ANOTHER EXAM.

ELIGIBILITY LIST: The Eligibility List established through this testing will be effective for 180 days from the date of the test or until the list is exhausted, whichever comes first.

APPLICATION PROCESS: The Cedar Park Application for Employment must be submitted through the Human Resources on-line application system no later than, Friday, May 21, 2021, at 12:00 pm. It is important that your application show all the education and experience you possess. Applications may be rejected if incomplete. Resume, cover letters, and/or any other documentation submitted will not be accepted in lieu of the online application, you must include your duties (do not input “See Resume”) in the Work History section of the online application.
Applicants who possess military discharge papers (DD-214) must provide a full and clear copy of the document (make sure that important information is not cut off by the copier. i.e., the disposition or status details) no later than the day of your test at sign in, June 10, 2021 or June 11, 2021.
Five points shall be added to the examination grade of an applicant who served in the United States Armed Forces, received an honorable discharge, timely submits DD-214-member 4 copy and makes a passing grade on the examination.
Upon completion of the online application, you will receive an automatic response
indicating that your application has been received. The Human Resources Department will then review your application for completeness and will verify all necessary documents have been attached by the application deadline (see Entry-Level Police Examination Informational Packet), Applicants that have a complete application by the application deadline and meet the minimum requirements will be emailed an invitation to take the Civil Service Entry examination along details to include date and time of your examination, check-in procedures, examination procedures/standards, physical fitness/physical ability test information and study guide information.

Acceptable Experience, Training, Certifications and Licenses

The City of Cedar Park has adopted Civil Service for Public Safety and all hiring processes are conducted in accordance with established Civil Service Rules and Chapter 143 of the Local Government Code. Applicants for police officer shall meet the following criteria in order to be considered for any entry-level position:

  • Achieve a minimum passing score of seventy (70) percent on the written examination
  • Pass a comprehensive background investigation; which may include a polygraph or similar investigative/evaluation tool per discretion of the Department head;
  • Successfully complete the physical fitness/physical ability test;
  • Successfully complete a situational reasoning testing and assessment;
  • Pass oral interviews;
  • Successfully complete a post-job offer psychological examination and medical examination that includes passing a visual acuity test, and physician certification that the applicant is not dependent on and does not use illegal drugs. An applicant for police officer must posses an uncorrected visual acuity of 20/100 or better in each eye with both eyes correctable to at least 20/20 binocular vision with contact lenses; and the ability to distinguish basic color groups;
  • Be at least twenty-one (21) years of age at the time of hire;
  • Be a graduate of an accredited high school or have an equivalency certificate;
  • Have a valid Texas driver’s license at the date of hire;
  • Be a citizen of the United States by birth or naturalization;
  • Be able to read, write, and speak the English language;
  • Be of good moral character;
  • Shall not be prohibited from carrying a firearm or possessing ammunition;
  • Be certified as a peace officer as established by the Texas Commission on Law Enforcement (TCOLE) at time of examination as an Entry-Level Police Officer; and
  • Meet all requirements as established in Texas Civil Service law in accordance with the Texas Local Government Code, Cedar Park Local Civil Service Rules, and any amended articles agreed upon through the established Meet and Confer process.
  • Applicants not certified as a Peace Officer as established by the Texas Commission on Law Enforcement (TCOLE) are eligible to take the entrance exam. Applicants without a TCOLE Certification may be hired as a Non-Civil Service cadet and compensated at $23.50. As a Non-Civil Service cadet you must be able to meet all legal requirements for future licensing and certification required by the Texas Commission on Law Enforcement (TCOLE).
