Under the general guidance of the Senior Advisor for Resource Mobilization and Advocacy the Resource Mobilization Manager provides support for managing, developing, coordinating,  networking, implementing and monitoring the UNICEF resource mobilization and advocacy strategy for polio eradication, in line with the Global Polio Eradication Initiative’s Resource Mobilization Strategy.

How can you make a difference?

As Resource Mobilization Manager, you will develop and implement GPEI and UNICEF’s resource mobilization strategies to secure and diversify resources to meet the GPEI requirement, targeting bilateral and multilateral organizations, the private sector and foundations, innovating financing mechanisms and domestic resources. Furthermore, you will be responsible for leading specific donor markets to secure funding, support the Senior Adviser, Resource Mobilization and Advocacy (P5) in contributing to the workstream management of cost effective, efficient operations for the donor engagement, external relations, donor updates, report, and proposals. You will undertake a variety of tasks related to contribution management, ensuring that donor relationships remain strong and secured, through maintenance of donor-related documents (proposals, reports, correspondence, agreements etc), increased monitoring of donor conditions, and other related tasks.

Additional tasks include strengthening partnerships within Global Polio Eradication Initiative (GPEI), as a core member of the Resource Mobilization Group (RMG) of GPEI, ensuring UNICEF’s strong role as a lead in advocacy and resource mobilization. You will collaborate closely with internal and external partners and donors, ensure that HQ has a clear resource mobilization/advocacy strategy and associated work plan to support the global polio programme objectives and get children’s issues into the public domain, strengthen political will in support of UNICEF’s mission and objectives, and enhance the organization’s credibility and brand. Ensure that resource mobilization baselines are established for the achievement of objectives of the strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of the strategy, approach and activities; results and reports are prepared and shared on a timely basis.

Key functions and accountabilities include the following: 

Resource Mobilization and Advocacy activities:

  • Lead specific markets/donors focusing on public sector donors including the international financial institutions, and innovative mechanisms to bring new funding to UNICEF polio activities from current and potential donors. Develop, and update the UNICEF polio resource mobilization and advocacy strategy and associated work plan working closely with PFP and PPD and other divisions.
  • Oversees the implementation of the activities to ensure excellent donor engagement, timely and quality production of donor proposals, concept notes, briefs/info sheets, presentations and other fundraising materials as needed to support the fundraising activities of UNICEF and GPEI.
  • Develop strategies and work plans for specific markets, including an environmental and stakeholder mapping and assessment; objectives; target audiences; messages and links to external communications; resources; specific actions, activities and products; proposals and reports, monitoring and evaluation of impact; success and opportunity for improvement; on-going refinement of the strategy. Develop UNNICEF specific messaging to support support resource mobilization/advocacy efforts.
  • Working closely with the External Communications Specialist, support the planning of the event/mission, securing meetings/calls with partners and donors, to identify strategic momentum to support fundraising. Ensure the Senior Advisor and senior management and leaders are briefed and updated.
  • Lead the RM collaboration with UNICEF regional and country offices through regular calls, liaising with focal points for effective overall coordination.
  • Negotiate, review and clear resource partner agreements and amendments for senior management’s signature, ensuring compliance with UNICEF rules and regulations. Support the development of framework agreements and template agreements.

Networking and partnerships

  • Ensure that UNICEF plays a key role in GPEI RMG efforts and maintain strong relationships with key individuals, groups, organizations and fora (including Governments, UN, and bilateral counterparts), whose support is essential to assist in achieving the objectives of the polio resource mobilization strategy.
  • Collaborate closely with the RMG core group and market & sub group calls and activities, to ensure UNICEF’s presence and interests. Represent UNICEF in RMG core group and others as relevant to ensure UNICEF’s inputs. Ensure close coordination with key spearheading partners of GPEI.
  • Establish, document, review and refine process of working collaboratively with partners, including meetings, joint projects, information sharing etc.
  • Ensure or enhance the quality, consistency and appropriateness of country-specific resource mobilization activities, processes and messages shared with partners.
  • Identify opportunities to strengthen the capacity of partners through appropriate access to information, supplies and equipment and through knowledge sharing.
  • Monitor, evaluate and share results and key findings and lessons learned with partners to reflect in the future activities

Management

  • Provide strategic advice to the Senior Advisor to update the progress and flag any key issues of concern of the relevant markets/donors that requires elevated actions by senior leadership.
  • Contribute to the development of the resource mobilization annual workplan and to the monitoring of performance against agreed deliverables. Promote and contribute to integration with the broader planning of the partnership. Plan and monitor the use of advocacy budgetary resources. Take appropriate actions to optimize use of funds.
  • Provide direct support, both substantive and administrative, to the Senior Advisor on the full range of matters under his/her purview, and relevant to the development and implementation of the UNICEF resource mobilization and advocacy strategy.
  • Closely collaborate with the Finance Manager and the External Communications Specialist of the workstream to ensure effective team management of the grant in VISION and GPEI database, engagement with the donors, operations and work plan.
  • Act as Officer in Charge of the workstream, as required
  • Identify and manage technical resources, consultants and interns as necessary
  • Conduct and Implement effective performance planning, monitoring, performance development programme as required.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in the social/behavioral sciences, with emphasis on partnership management and/or resource development; International Relations, communication, Journalism, Public Relations, or another related field.
  • A minimum of eight (8) years of relevant professional experience in one or more of the following areas: programme and communication/advocacy, partnership development, advocacy and resource mobilization with international and field work experience.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is considered as an asset.
