Summary

This is an open continuous vacancy announcement. Applicants will be referred periodically throughout the announcement period. Duties

Temporary positions not-to-exceed 1039 hours in a service year may be terminated/extended based on management needs. The typical season is May-Sept, but can vary due to weather, project needs, or funding. Anticipated Entry on Duty: May 2022

  • Respond to fire alarms for all classes of fires, including those involving medical emergencies, rescue operations; wild land fires, hazardous material incidents, and aircraft emergencies.
  • Assess fire ground conditions for safety; equipment driver/operator to operate pumpers or other emergency vehicles.
  • Rescue people in danger and remove people from buildings and other structures for first-aid treatment.
  • Perform daily operational checks for both trucks and equipment.
  • Leads assigned crew and performs emergency rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility.
  • Respond to on site accidents and other emergencies involving injuries and illnesses to provide basic life support and perform emergency procedures.
  • Analyze and survey hazardous materials incidents to identify special containers involved, identify or classify unknown materials, and verify the presence or concentrations of hazardous materials.
  • Inspect buildings for hazardous conditions and compliance to fire-code standards.

All qualifications must be met by the closing date of this announcement-06/30/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Additional information

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

Physical Demands: Structural firefighting work routinely involves physically rigorous assignments and strenuous activity. The incumbent must maintain excellent physical condition to carry out assigned responsibilities including the ability to pass either a moderate or arduous duty physical, and handle a variety of heavy and cumbersome firefighting equipment. Emergency firefighting situations often require clear
reasoning and decisive action under conditions of extreme mental and physical stress. The work involves lifting and moving heavy objects, such as charged fire hoses, fire extinguishers, equipment, and incapacitated persons; climbing ladders; and working at various heights. Per NPS policy, incumbent must attain and maintain the prerequisite physical stamina and strength needed to perform rigorous duties and must pass either the Work Capacity Test or the NPS Law Enforcement Physical Efficiency Battery (PEB) test annually. For members of NPS engine companies, drug testing is required (pre-placement, pre-assignment of duties, and subsequent random). Incumbent meet NPS medical qualifications as set forth in DO/RM-58, Structural Fire Management which requires a current medical certificate from one of the following – NFPA 1582 (Standard on Comprehensive Occupational Medical Program for Fire Departments) or wildland firefighter or law enforcement medical examination.

Working Conditions: The employee works outside in all types of weather conditions, possibly for extended periods of time. The work requires the use of personal protective clothing or gear, such as masks, coats, boots, goggles, gloves, and/or shields. The employee is exposed to out-of-control fires, HAZMAT spills, or possible explosions. The employee may suffer from burns, dehydration, and other effects of heat, smoke inhalation, heavy protective clothing, falling materials, or explosions. The employee can be subject to physical injury and sensory damage from firefighting activities, exposure to HAZMAT, and high noise levels. Must deal with victims in emergency situations who may be in varying stages of fright, panic, injury, and shock. There may be hazards while operating or riding fire trucks at high speeds under adverse conditions.

Duties

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: . Examples of specialized experience may include, but are not limited to: work as Park Guide or tour leader; naturalist; environmental educator or teacher, or other similar work. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as “varies”.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: The work varies from sedentary to strenuous. The work requires good physical health with a
clear speaking ability and the ability to walk on uneven terrain while carrying moderate loads (up
to 50 pounds). Some assignments require long periods of standing or are sedentary.
Bending/stooping, climbing/descending numerous steps, standing in one location for long
periods of time is required. Occasionally doing crawling tours may be required.

Working Conditions: Work is performed indoors, outdoors and inside a cave in varying weather conditions and terrain variances. Assignments may expose incumbent to biting insects, poisonous plants and animals,and other discomforts. Incumbent will be exposed to radon when working in the cave. Incumbent will be required to work in the cave in close/narrow passageways and encounter height greater than 100 – 200 feet. Incumbent will be in close contact with visiting public for
long periods of time. The position requires the proper wearing of the National Park Service uniform and may require wearing interpretive period clothing.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
