Legal Instruments Examiner at US Veterans Benefits Administration Job Description

This position is located in a Fiduciary Hub at the Milwaukee, WI VA Regional Office. The incumbent will oversee the management of financial affairs of incompetent beneficiaries of the Department of Veterans Affairs.

Responsibilities:

Identify legal problems for action by the general attorneys in Regional Counsel.
Advise fiduciaries of Federal, State, and local benefits to which beneficiaries may be entitled.
Make factual, legal and subjective determinations concerning the administration of beneficiary estates and protection of beneficiary rights.
Authorize the release of funds from restricted accounts, liquidation of bonds, and adjustments of fund allowances for the benefit of the beneficiary.
Prepare a variety of petitions, accountings, and other legal documents for judicial filing.
Identify possible fraud, embezzlement, misappropriation or misuse by fiduciaries and refer to supervisor for further review.
Respond to inquiries from fiduciaries and beneficiaries.

GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is experience should demonstrates basic computer skills and knowledge of software applications and is defined as work that involves (1) maintaining databases in a fiduciary beneficiary system or other computer system, (2) utilizing laws, regulations and Federal legislation to perform basic legal and/or financial research, (3) explaining state, federal and local benefit programs both orally and in writing, to individuals of all educational backgrounds. and (4) reviewing forms or paperwork of a financial nature.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-11.

Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. The Department of Veterans Affairs provides reasonable accommodations for persons with disabilities.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee’s credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
