Community Impacts Analyst at Washington County Job Description

Washington County is holistically advancing pandemic recovery through thoughtful investments in public health, community wellness, economic recovery, community engagement, and other priorities. The ARPA Community Impacts Analyst position will play a central role in identifying, analyzing, and visualizing key outcomes in pandemic recovery efforts. This position will use multiple analytical methods and serve as a data storyteller to show the status of our pandemic recovery efforts to the diverse audiences – elected officials, community groups, and the broader public.

ESSENTIAL JOB DUTIES

Essential duties will include, but are not limited to:

Data collection and storytelling with a focus on racial equity: 

  • Applies knowledge of current national research findings to the development and delivery of public services. Evaluates existing research for its applicability to existing programs.
  • Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society.
  • Advances data storytelling on the impacts of pandemic recovery investments with a focus on racial equity; illustrates community recovery status broadly and for disproportionately impacted groups

Managing diverse data sets across multiple program types:

  • Co-leads a smooth launch and implementation of a forthcoming data dashboard module
  • Identifies appropriate pandemic recovery challenges for study or investigation; collaborates and provides lead project management.
  • Maintains data structures within the County’s data dashboard tool
  • Maintains ARPA data sets in Excel
  • Authors internal and public-facing communications such as data visualizations, reports, and memos in partnership with ARPA managers for multiple audience types

Collaborating with teams across a spectrum of disciplines: 

  • Identifies opportunities for partnerships in program evaluation and deep dive projects.
  • Builds and maintains strong relationships with managers of ARPA-funded programs spanning public health, community wellness, economic recovery, and other areas.
  • Provides technical advice on data collection methods for new ARPA-funded programs and coach staff with a range of data abilities.
  • Supports ARPA managers in compiling and organizing programmatic data to meet federal reporting requirements for programs funded by ARPA.
  • Consults with departmental staff regarding the adequacy of evaluation and research designs for pandemic recovery programs; collaborates with and provides leadership to departmental staff and/or community work groups.

The ideal candidate will support the County’s pandemic recovery values and ARPA program evaluation needs by applying their skills in data equity, analysis, and visualization. The successful candidate will be a systems-level thinker able to communicate social and economic outcomes across programs spanning multiple disciplines. They will work collaboratively with subject matter experts for team and independent projects and apply their skills in interpreting information for different audiences.

MINIMUM QUALIFICATIONS

  • A Master’s Degree in business or public administration, criminal justice, health administration, economics, social work, psychology, social sciences, or an ethnic-studies applied research-related discipline; AND
  • Five (5) years of pertinent professional research experience which must include responsibility for the determination of research design and method for a complete research project.


Preferred Qualification PhD in business or public administration, criminal justice, health administration, economics, social work, psychology, social sciences, or an ethnic-studies applied research-related discipline.

ESSENTIAL JOB DUTIES

Duties may include:

  1. Plans, organizes, manages, and administers the annual budget, supplemental budgets, mid-year budget adjustments, special financial analysis, and long-term financial plans and forecasts.
  2. Assists in the development and implementation of division policies, procedures, and business practices; evaluates goals, objectives, priorities, and activities to improve performance and outcomes; recommends and establishes administrative controls and improvements; develops procedures to implement new and/or changing regulatory requirements.
  3. Develops the Countywide budget calendar, establishes budget assumptions, and guides the Countywide budget process; directs and manages the preparation of revenue forecasts and evaluates the impacts of the projections; monitors and evaluates revenues and expenditures throughout the year and identifies potential issues; works with department management to identify and evaluate options and strategies; oversees budget adjustment and supplemental budget processes.
  4. Develops, manages, prepares, and maintains financial forecasting models, including Countywide revenue forecast models; collaborates with department management to ensure budgeting and financial forecasting needs are met and incorporates economic trends into forecasts; develops and manages the implementation of the allocation methodology for internal support service costs.
  5. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a work place that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society.
  6. Develops, administers, and monitors multiple fund and program budgets; develops justifications for budgetary recommendations and/or adjustments; participates in forecasting additional funds for staffing and resources; and develops policy and manages staff providing grant application, administration and reporting activities.
  7. Plans, organizes, develops, integrates and evaluates the work of the Budget Team staff; develops, implements and monitors work plans, programs, processes and systems to achieve strategic plan goals, objectives and performance measures in keeping with the County’s mission and values; directs the development of County budgets and monitors performance against the approved budgets.

MINIMUM QUALIFICATIONS

Education and Experience:

A typical way to obtain the knowledge and abilities would be:

  • Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting or related degree program from an accredited institution of higher education; AND five (5) years of professional-level experience in budget development, accounting, finance, and similar analyses. OR
  • Associate degree in Business Administration, Public Administration, Finance, Accounting, or related degree program from an accredited institution of higher education; AND seven (7) years of professional-level experience in budget development, accounting, finance, and similar analyses.

Additional licenses, certificates, physical abilities, and specialty requirements:  

  • Pass a comprehensive background check.
  • Must have the ability to arrange for timely transportation in order to attend required appointments and meetings at off-site locations.

Preferred Qualifications:

  • A minimum of two (2) years experience supervising a work team.

Administrative Coordinator at Washington County Job Description

The Public Health Institute (PHI) is an independent, nonprofit organization dedicated to promoting health, well-being, and quality of life for people throughout California, across the nation and around the world. As one of the largest and most comprehensive public health organizations in the nation, we are at the forefront of research and innovations to improve the efficacy of public health statewide, nationally, and internationally.

Position Summary

The Center for Health Leadership and Practice (CHLP) designs and implements programs that build the capacity of groups to work together and transform their communities into healthier environments.

The Administrative Coordinator will be responsible for assisting in operational and programmatic functions of the Center.  The incumbent will provide a full range of administrative and program support to the CHLP including calendaring, communications, travel planning and management, and fiscal support.

Essential Duties & Responsibilities

  • Event and project management: Serve as event/ project management point person, organizing, monitoring and helping program staff stay on point with event/ project details.  Strong usage of Wrike project management tool.
  • Fiscal/ grants management support: Serve on Program Administration team,  process monthly invoices and travel claims, reconcile credit cards, and internally monitor/track CHLP’s multiple complex budgets against PeopleSoft
  • Performs other duties as needed in support of the Center including calendaring support as needed

Qualifications

  • Minimum 2 years of related experience in finance, accounting, budgeting or other related field.

In this role, you will collaborate with community partners throughout the Portland metropolitan area on outreach and educational efforts to prevent animals from needing our services in the first place, and just as significant, providing excellent care and shelter to the animals that do come to us. You will also assist our staff Veterinarian with medical procedures and day-to-day functions of the shelter. You may also play a role in emergency and disaster trainings and in situations that require the assistance of animal medical personnel. Bonnie L. Hays Small Animal Shelter cares for lost animals, finds homes for abandoned pets, licenses dogs, enforces animal cruelty laws and protects our citizens from dangerous animals. Last year, we provided care for stray and injured animals in our shelter, responded to more than 7,000 citizen calls, answered over 50,000 phone calls from community members and maintained some of the highest return-to-owner rates in the country! We work closely with our animal welfare partners to place animals in new homes with fantastic success and many happy placement stories. ESSENTIAL JOB DUTIES

Duties may include:

  1. Assists the Veterinarian in surgical procedures by preparing animals as directed; prepares instruments, equipment, and medications for surgery; assists the Veterinarian during surgical procedures; induces and monitors anesthesia; observes and reports animal health changes pre- and post- anesthesia and surgery; prepares and maintains surgical data records; stocks the operating room with surgical packs; and maintains records in compliance with local, state and federal laws.
  2. Assists the Veterinarian in administering medical care to animals; responds to emergency situations and provides triage care; administers and records medications and treatments; collects specimens; prepares laboratory samples; evaluates in-house lab work; and prepares lab work for testing performed at other facilities.
  3. Orders and maintains the shelter inventory of controlled substances, medical and shelter supplies, and medications; distributes and records designated quantities of controlled substances; maintains detailed medical records and drug logs; and maintains veterinary equipment in good working order.
  4. Transports sick or seriously injured animals to other veterinary facilities or partner agencies.
  5. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
  6. Follows protocols and procedures involved with safe and humane administration of drugs for euthanasia.
  7. Receives and reviews reports from Animal Shelter Technicians and shelter volunteers regarding the health status of animals and follows up on examinations; and makes observations on the health of sheltered animals and reports findings to the Veterinarian.
  8. Provides functional and technical training to Animal Shelter staff and volunteers; and addresses any safety concerns or noncompliance with rules.
  9. Assists Animal Shelter Technicians with cleaning and sanitizing animal kennels and shelter facilities, feeds and provides water to shelter animals, as needed.
  10. Participates in emergency preparedness and response training at least annually. Demonstrates knowledge of basic Incident Command Structure (ICS) and the ability to work within assigned ICS positions as needed.
  11. In cases of emergency, responds to activation during working or non-working hours, except while on scheduled vacation or other approved leave. In addition, leaves may be cancelled during emergency activation.

KNOWLEDGE, SKILLS AND ABILITIES

Education and Experience: A typical way to obtain the knowledge and abilities would be:
  • Two (2) years of professional training or course work in the animal health field; AND
  • Two (2) years of work experience in an animal health-related field including the care, handling, or training of dogs and working with the public.
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • Possession of a Certified Veterinary Technician license issued by the Oregon Veterinary Medical Examining Board.
  • Possession of, or the ability to obtain, the Certified Euthanasia Technician license issued by the Oregon Veterinary Medical Examining Board.
  • Must possess a driver’s license valid in the State of Oregon and have an acceptable driving record.

Become a part of our dynamic and passionate Counseling & Victims Services program by supporting victims of crime. The Victim Assistance (VA) Specialist offers information, education, resources, and safety planning to victims of felony and misdemeanor criminal cases prosecuted by the District Attorney’s Office. This position is responsible for entering and tracking data and case notes, including running reports and providing narrative to those reports. Because of this, great organizational skills and attention to detail are a must! This position also writes a lot of website content, keeping articles and resources current and relevant. The VA Specialist will meet with community partners to support joint efforts that assist victims of crime. All VA Specialists are expected to keep up on current laws, policies, and skills in the area of victim assistance and will be given opportunities for additional training and professional growth and development.
